BACKGROUND INFORMATION: The City has received an invoice to be an investor in the Greater
St. Cloud Development Corporation. The investor contribution for St. Joseph would be $ 5,000. The
City was a member previously but opted out in 2016. While the funds were not budgeted for in 2017, the
Board has the ability to move capital funds and could fund the membership.

April 11, 2016 marked the 5-year anniversary of the GSDC.The mission and outcomes set forth by our founding
investors remain clear: We lead economic development for the benefit of the greater St. Cloud community. Our
success to date has been made possible by your contribution of time and investment, and that of your peer business
and community leaders. Collectively, we strengthen the regional economy through business development, which is
measured primarily in job and average wage gains. The evidence of our progress to date is clear and compelling- and
we thank you for your engagement.

OUTLOOK FOR 2017
Business Development Director Bill Kemp is refiring at year end following nearly four years as a
member of the GSDC Team. Bill has played an important role in fostering business vitality and growth
in our region. We will miss his gentle spirit and wonderful sense of humor, and wish him all the best
in retirement!
And, we look forward to welcoming Larry Hosch to the GSDC staff team as
Business Development Director beginning January 2nd. Hosch joins the GSDC
tim
after 20 years of contributing to the Greater St. Cloud region in local, regional
g . and state government, local non-profits and private business. Most recently,
Hosch managed the redesign and alignment of programs for the MN
Department of Human Services. He is a member of the MN Workforce
' Development Board and Executive Committee, Equity Task Force and Career
Pathways Partnership.

acco plishments. Your annual financial investments are fundamental to our ability to fulfill the

Dear St.Joseph EDA:
Thank you for the opportunity to attend and present at the St.Joseph EDA. In addition to the summary
of our 5 year milestones and results within the Central Minnesota region since the inception of the
Greater St. Cloud Development Corporation (GSDC) I wanted to provide some additional information
specific to the City that may be of interest to you.
The board may be interested in some projects the GSDC is working on that may be in the development
pipeline.The projects that we have provided support,assistance for, or are tracking that are specific to
the City of St.Joseph includes:
Pristine Environmental—Future Building expansion
Northern Lines Railway—Future transloading station in the St.Joseph Township Industrial Park
Company A—Inquiry for 100,000 sq. ft. industrial space. Company A is looking to consolidate up to 4
existing MN sites. Involves up to 75 employees. Provided information on St.Joseph properties.
Company B—Existing regional business that currently landlocked. Inquiry for land and industrial
manufacturing space that will accommodate future growth and multiple expansions. Provided
information on options that exist within the City of St.Joseph.
Furthermore, I wanted to provide some additional information related to the work of GSDC and the City
of St.Joseph. Much of the efforts of the GSDC is working to support our current businesses and
industries through business retention and expansion efforts. In fact, on a national level, most job growth
occurs among established businesses and industries.At the GSDC we are focused and diligent in working
with our current employers to ensure that their current and future needs are met in order to foster
growth and create a strong business environment. Below includes the results from the past 5 years on
where St.Joseph employment growth has occurred.These data includes total job growth and net jobs
after figuring in job losses through business contractions and closures.

Introducing: GreaterStCloud.com
A new,electronic gateway to the greater St.Cloud region.
Context: Since its inception in 2011, GSDC's marketing, product development and branding efforts have been focused
both inward (building awareness of the GSDC organization and initiatives, cultivating an extensive network of
partnerships,etc.) and outward (promoting our region for talent and business attraction,etc.). While continuing our
inward-focused efforts,the GSDC is now positioned to further enhance our outward-focused efforts.
Objective:Create an electronic gateway that promotes our region's primary assets and provides a single point of contact
for access to its resources and information, including integration of a retooled regional talent portal,JobSpot.
Background: GSDC has successfully developed a variety of resources, products and events that advance its work.
• Website products—GSDC's corporate website(GreaterStCloud.com)with+30,000 website views in 2016; GSDC's
talent portal, "JobSpot"with nearly 65,000 views in 2016(GreaterStCloudJobSpot.com)
• Summits& Events—Workplace Well-Being Summit,Talent Summit,Transportation Summit, Innovation Summit,
Coffee&Careers at Capital One, CEO Roundtable with DEED,etc.
• Earned(Free)Media—2013 to 2016 valued at+$3.9 million;annually grown from<$500,000 to+$1.8 million
• Awards—EDAM and IEDC awards for GSDC's talent portal initiative,JobSpot; MN Campus Compact President's
Community Partner Award (via SJU)
• Purchased Media—Delta Sky magazine (+5 million readers), Business in Focus (twice, +363,000 distribution),Site

Proposed GreaterStCloud.com:The existing website is restructured and greatly expanded to serve as the collection
point, or umbrella,for resources and connections to the region. Intuitive, user-friendly categories would guide visitors to
regional resource and connection links. This graphic is by no means all-inclusive, but provides a partial example of our
intent:

JobSpot:A technology update will transform the existing pay-to-post portal with 300-500 job postings to be a site that
'scrapes'job postings (approximately 7,000)from all websites in the region.JobSpot serves as a standalone website
while also being part of the new GreaterStCloud.com site.
Examples of Similar Efforts:
Omaha—WeDontCoast.com—Excellent photos, headings are self-explanatory&link directly to resources,friendly yet concise
sophistication, but the site itself is difficult to find unless you know the website name(contains no reference to Omaha)
GreaterMSP—GreaterMSP.org—Even better than Omaha in that headings are more insightful.
