BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Park Board has recommended the City
Council approve the bidding and construction of a new facility at Millstream Park.
PREVIOUS COUNCIL ACTION: The Council authorized solicitation of bids for the proposed Millstream
Shelter.
BACKGROUND INFORMATION: Details of the bid results are included on the following pages submitted by
RA Morton. The only items not included in the total are furniture and fixtures therefore the following would need to
be added:
Appliances: $ 1,800
Furniture/Fixtures $ 20,000
Building Permit $ 6,000
The pavilion at Millstream Park is rented for the months May – October. Late last year we discussed the renting of
the pavilion for the coming year and Terry indicated that the proposed facility will be located in a different location
so the facility should not be impacted. We discussed the logistics during construction and fencing will secure the
construction site and the playground equipment and shelter will be available. Contractors will not be working on
weekends and that is the majority of the rentals.
BUDGET/FISCAL IMPACT: Utilization of Sales tax funds $ 500,000 - $ 575,000

REQUESTED COUNCIL ACTION: Determination as to whether to accept the bids and move the project
forward.
By utilizing a Construction Management bid process, exact costs by bid section have been
obtained to verify the true cost of work as specified. We are very pleased with the level of local
contractor interest and in the quality of the contractors who submitted low bids. The timing of
this project has been favorable and the City is getting a great value.
The next step in the process is to review and ACCEPT or REJECT the bid alternates then pre-award
interview the apparent low bid contractors to confirm their bid amount and construction
schedule. We anticipate there will be some contracts awarded to the second low contractors
due to the selection of alternates or confirmation of bid completeness.
BID PACKAGES WITH CLARIFICATION
Bid Section 4A Masonry. There is a potential bidding informality for the low bid
contractor Waletzko Masonry, Inc. The base bid was to include the work scope
associated with installation of a fireplace. Alternate #1 requested a Cost or Credit
to delete the fireplace. Waletzko provided Alternate #1 as an Add to the base
bid rather than a credit. It is apparent that the value of the base bid should have
been inclusive of his alternate #1 in the amount of $15,600.00 and therefore his
base bid should have been represented at the amount of $55,500.00. The second
low base bid was $61,300.00 from K. Johnson Construction, Inc. There are two
options for consideration:
o If the Councils intent is to eliminate the fireplace from the project (Accept
Alternate #1), the base bid of $39,900.00 from Waletzko Masonry, Inc. is
recommended. The Council would reject Alternate #1 from Waletzko and
accept Alternate #1 from all other bids.
o If the Councils intent is to keep the fireplace in the project (Reject
Alternate #1), they would need to approve Waletzkos base bid amount at
$39,900.00.00 and accept Alternate #1 of $15,600.00 as a bidding
informality or Reject Waletzkos base bid and accept K. Johnsons base bid
at $61,300.00.
Alternate #2. If Alternate #2 is accepted, the low bid from Finken, Inc. and second
low bid from Lyon Sheet Metal & Heating, Inc. would be rejected, as they did not
provide an alternate amount. Therefore, the recommended contractor for bid
section 23A HVAC would change from Finken, Inc. to Precise Heating, AC,
Plumbing, Refrigeration.
REQUESTED BOARD ACTION
MOTION to ACCEPT or REJECT the following Alternates:
Alternate No. 1 Delete Fireplace: Value = $20,381.00
Provide a cost or credit to delete the fireplace and revise related construction
in that area.
ACCEPT or REJECT
Alternate No. 2 Delete HVAC System: Value = $17,340.00
Provide a credit to delete the HVAC system in its entirety, except for the kitchen exhaust over the
range and the toilet exhaust.
ACCEPT or REJECT
Alternate No. 3 Delete Ceiling Fans: Value = $500.00
Provide a credit to delete both ceiling fans.
ACCEPT or REJECT
MOTION to approve the lowest qualified and responsible bidder for each bid section as
recommended on the Bid Recap document presented by R.A. Morton & Associates, Inc. for the
base bid amount plus the approved alternate amount, contingent upon a successful pre-award
interview with each prime contractor.

Dear Ms. Weyrens and City Council Members,
Bids for the St. Joseph Millstream Park Pavilion were due and opened on Thursday April 27, 2017 at
2:00 pm. This was a public opening attended by many local and regional contractors.
The planning, design, estimating and bid process for this bid package was a collaborative effort
between City Staff, Administration, Outsource Architecture, Duffy Engineerinfg, SEH Engineering
and R.A. Morton Construction Managers.
The results of this aggressive Bid Package process were favorable and include the following
highlights:
21 independent sections were established and bid.
104 local and regional contractors were directly contacted to inform them of the project
and request bids for the project.
4 iinformed of the project.
66 contractors expressed interest in bidding the project.
44 separate bids were collected and opened at bid opening.
3 Alternates were bid to identify specific costs of value engineering ideas.
The Construction Total (including project general conditions and accepting all 3 Deduct
Alternates) is $416,511.00. Construction Total would increase by $34,121.00 for
including these items in the project for a total of $450,632.00
o Add Fireplace
o Add HVAC System
o Add Ceiling Fans
Including project soft costs, contingency and by owner items, the total project cost is
$517,811.00 without the fireplace, HVAC System or $551,932.00 with them included.
