St Joseph Park Board Minutes
April 24, 2017

East Park
Members Present: John Anderson (Chairman), Marguerite Fogarty (Secretary), Andrew Deuhs,
Sharon Rennie, Jodi Keehr, Allissa Rennie, Matt Killam (Councilor Liaison), Terry Thene (Staff
Liaison)

The Engineer report for downtown sanitary sewer services is complete.

The parks are being prepared for May 1 opening.
The ceiling at Centennial is being replaced.
Baseball is starting. The water is turned on.
Some plumbing repairs were necessary at the Lions Building.
Vl. Old Business:
A. Dog Park Fundraising:
The Eagle Scout volunteer seems to have quit the project. The pad has been prepared for
pavers. Currently, funds are at $2,300. This includes $500 from the Vet’s office. Four

boxes have been placed at various businesses downtown for donations. On May 20,
from 3-6, an event will be held at Bad Habit to raise funds. Food will be available,
including brats, donated by the Lions. After the event, we will assess how much money
we have to see if fencing can go in.
B. Review of Millstream Status:
Bids are in.
C. East Park Essential Elements:
The Board looked at a map to locate boundaries. Stearns County is now taxing the City
for farming payments.
Joel Asp, from SEH, attended the meeting. John asked about building trails. Joel showed
location of the flood plain. We need to maintain average levels. We must also comply
with the 50 foot buffer (from the river) rule. Agencies involved when planning would
include, DNR, Water Shed, Wetland Conservation Act and Stearns County. The same
permit would apply.
Possible trail locations were discussed.
Terry suggested making the canoe launch first, then discuss trails later.

A. Community Center Open House April 25
We are invited to attend to see the proposed plan. This is open to the community.
District 742 will be using the old space until 2018.
