Pursuant to due call and notice thereof, the St. Joseph Economic Development Authority met on
Wednesday, April 19, 2017 at 5:00 PM in the St. Joseph City Hall.
Members Present: Chair Dale Wick. Board Members Doug Danielson, Larry Hosch, Gary Osberg, EDA
Director/Administrator Judy Weyrens
Members Absent: Rick Schultz
City Representatives Present: Community Development Director Therese Haffner
Others Present: Patti Gartland, Greater St. Cloud Development Corporation
Chair Dale Wick called the St. Joseph Economic Development Authority meeting to order at 5:00 PM
Public Comments: No one present wished to speak.
Agenda Approval: Osberg made a motion to approve the agenda as amended, seconded by Wick
and passed unanimously by those present.
Consent Agenda: Wick made a motion to approve the consent agenda as follows; seconded by
Danielson and passed unanimously by those present.
a. Minutes - Approved the minutes of March 15, 2017.
b. Financial Report - Accepted the March/April 2017 Financial Report as presented.
Greater St. Cloud Development Corporation (GSDC), Patti Gartland: Hosch recused himself from
discussion and decision due to his employment with GSDC. Gartland thanked EDA members for allowing
her to present. Gartland provided an overview of the work GSDC does in the Central Minnesota region
and shared a summary of work in St. Joseph. Osberg questioned if GSDC can take credit for the projects
in St. Joseph. Gartland said they can’t exclusively claim credit but they worked directly on those projects
and work collaboratively with partners. Danielson questioned how St. Joseph fits into the big picture and
acknowledged that the EDA does need to invest. Gartland announced that they are restructuring their
website and will have a new electronic gateway to the greater St. Cloud region promoting the regions
assets and provide that single point of contact for resources and information. Member communities will be
listed with a direct link to their website. Wick questioned opportunities for member cities to be involved.
Gartland responded that member cities are on the board of advisors and can participate in the
established service corps, including the transportation, talent, well-being, innovation, and business corps.
Osberg made a motion to approve the $5,000 invoice payment for 2017 membership to GSDC,
seconded by Danielson and passed unanimously by those present.
EDA Director Reports
TIF Consultant: Weyrens reported that the city has six TIF projects and the city must submit annual TIF
reports to the State Auditor. Staff has been working with Northland Securities on modifications to the
Bayou Blues TIF project. Weyrens recommended approval for Northland Securities to complete the
annual TIF reports for four of the projects to include TIF 2-1, TIF 2-3, TIF 3-1 and TIF 4-1 as the projects
and TIF law has become more complicated. Staff would continue to complete the annual TIF reports for
TIF1-4 St. Joseph Development and TIF 2-2 Meat Market since those are straight forward and less
expensive for staff to complete. The consultant quote is $1,380 per TIF in 2016; $990 each TIF in
following years. The consulting fees for the TIF reports will be paid through the TIF fund so their will not
be an expense to the City. Wick questioned if there was a conflict of interest due to Northland Securities
being the City’s bond consultant. Weyrens clarified there was not and they are two separate divisions.
Hosch made a motion to authorizing Northland Securities to prepare the TIF reports for TIF 2-1,
TIF 2-3, TIF 3-1, and TIF 4-1 and submit to the State on behalf of the City of St. Joseph. The
motion was seconded by Wick and passed unanimously by those present.

Annual Report: Weyrens presented the annual 2016 Administration Report which highlights the
development activity for the year 2016. The report also includes some demographic information such as
a breakdown of tax valuation by classification as well as general statistics on building permits, licenses,
and board/commission activity. Weyrens expects valuation to be even higher next year. Osberg
commented on the number of multi-family development going up in the area but questioned the lack of
multi-family development in St. Joseph. Weyrens said with the lack of bus service she was not surprised.
Danielson made a motion to accept the annual 2016 Administration Report, seconded by Osberg
and passed unanimously by those present.
Development Updates: Weyrens shared that Tom Opatz with Fortitude Senior housing development
would like speak to the EDA. Weyrens suggested inviting Country Manor and Kwik Trip to speak to the
EDA as well. Weyrens reported that Kwik Trip applied for a conditional use permit for a second location
th
at the corner of HWY 75 and 20 Avenue SE. The College of St. Benedict is moving along with
development of their new athletic fields by Field Street. The trail plans for a new trail along Minnesota
Street have been submitted for approval to the Federal Transportation Administration. Weyrens
discussed applying for State Business Development Public Infrastructure (BDPI) funding through the MN
Department of Employment and Economic Development (DEED). The City is working with realtor Mark
Williams with Granite City Properties to sell the former city hall building.
Study Updates: Weyrens reported that the downtown Central Business District alleyway improvements
were moving forward and the project is in the bid stage. The Comprehensive Plan update is well
underway and staff is pleased with the amount of public input received.

unanimously.
