St Joseph Park Board Minutes
May 22, 2017

Millstream Park Shelter
Members Present: John Anderson (Chairman), Marguerite Fogarty (Secretary), Andrew Deuhs,
Jodi Keehr, Terry Thene (Staff Liaison)
1. Call to Order: 5:55 p.m.
2. Approval of Minutes: Approved
3. Approval of Agenda: Approved
4. Treasurers Report:
John would like to invite Lori Bartlett to attend one of our meetings to explain financials.
John made a motion to accept the Treasurer’s Report. It was approved unanimously.
5. Liaison Reports:
A. Matt Killam:
Absent-attending another meeting.
B. Terry Thene:
Irrigation is getting started in City areas.
A complaint came to Terry regarding outside cleanliness of Centennial Park Shelter. He said the
building had been power-washed this spring. Dirt footprints on the sidewalk are difficult to keep
clean, since people walk through muddy areas that have no grass. The ceiling on that shelter has
been repaired with a very sturdy product.
Terry meets with a group from Frisbee Golf tomorrow to discuss moving some of the tee-off
areas that are in the location of the new building.
The existing playground equipment (the swing set needs some repair) could potentially be placed
on the existing site of the building at Millstream.
Discussion was held about using the concrete slab (from existing building) for skateboarding.
Issues were brought up about having a skateboarding site there. It would be possible to re-set it in
the former location. No one on the Park Board has heard much interest in having a skateboarding
location from the community.
6. Old Business:
A. Dog Park Fundraising:
Approximately $1500 was cleared for this project last weekend from fundraising events. Fencing
will cost approximately $14,000.
We need to discuss what can be done about the unfinished paving project. The ground is prepped,
pavers are there. Terry suggested stamped concrete. John is going to talk to Judy about how to
proceed.
B. Review of Millstream Building Status:
We are waiting for the State Plumbing review to be done. Then they can issue a permit.
Lions Club has agreed to donate $40,000. New display cases need to be included in this amount.
After some discussion, we decided to have a meeting with the original planning group to discuss
storage questions at the new building.
C. East Park Essential Elements:
John feels we need professional help to come up with a Master Plan for the Park.
Legacy Grant funding is a possibility.
D. Dog Park Rules:
Jodi will check rules in various St. Cloud dog parks.
Marguerite will check the rules in Sartell.
E. Other Old Business:
None
7. New Business:
A. Community Center Update:
John shared that the City will put up $6 million and raise $6 million in donations.
B. Summer Recreation:
Tabled.
D. Other New Business:
None
