HomeMy WebLinkAbout[04] Minutes, May 8 & June 12 May 8, 2017 Page 1 of 1 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, May 8, 2017 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Members Present: Chair Gina Dullinger, Commissioners, Matt Johnson, Troy Goracke, Steve Olson, Chad Hausmann, Community Development Director Therese Haffner Members Absent: Daryl Schaefer Others Present: City Administrator Judy Weyrens, Kate Ritger, Margaret Wurm, Dave Demars Approval of the Agenda: Johnson made a motion to approve the agenda. The motion was seconded by Goracke and passed unanimously. Approval of the Minutes: Dullinger made a motion to approve the minutes of April 10, 2017. The motion was seconded by Goracke and passed unanimously. Building Approval Request: Haffner presented a request by Common Ground Garden for approval to construct a high tunnel greenhouse on property owned by the St. Benedict Monastery. The property is located in the EE-Educational Ecclesiastical district and buildings that require a building permit must be reviewed and approved by the Planning Commission. The proposed greenhouse is 2,160 square feet and 12 feet high. No additional parking is required as the greenhouse will not be used for events or sales but rather for gardening. Olson made a motion to approve the Greenhouse as requested by Common Ground Garden. The motion was seconded by Johnson and passed unanimously. th Comprehensive Plan: Haffner reported that the Advisory Committee met on April 19 and reviewed the public input received so far. Both staff and the consultant are pleased with the amount of feedback received from residents through the survey. A pop-up event will be held during the St. Joseph Chamber thth meeting on May 10 and at the St. Joseph Farmer’s Market on Friday, May 12 weather permitting. Hausmann added the most feedback received was from outreach on the community Facebook page directing people to the survey link. Planning Commission Training: Haffner stated the second session for the Planning Commission training th will be on May 15from 6-8pm. The training will focus on land use scenarios. Council Liaison Report: Goracke reported that the City Council approved a Conditional Use Permit request for Kwik Trip and approved a payment to Knife River for the 2016 Field Street improvements. Two public hearings were held regarding outdoor events at the American Burger Bar and Sal’s Bar. Both permits were subsequently approved. BerganKDV presented the 2016 Audit report to the Council. Goracke added the Council approved the bids for the Millstream Park Shelter with the HVAC alternate. th Goracke stated the public hearing for the CBD Alley Assessment hearing will be on June 5. Adjourn: Hausmann made a motion to adjourn the meeting at 6:11 PM. The motion was seconded by Goracke and passed unanimously by those present. Planning Commission Members Present: Chair Gina Dullinger, Commissioners, Troy Goracke, Steve Olson, Community Development Director Therese Haffner Members Absent: Chad Hausmann, Matt Johnson, Daryl Schaefer Comprehensive Plan Advisory Committee Members Present: Larry Hosch, Jon McGee, Bob Ringstrom, Jerome Salzer, Dale Wick, City Administrator Judy Weyrens Others Present: Dave Demars Introductions: Comprehensive Plan Consultant’s Antonio Rosell and Britt Berner with Community Design Group (CDG) introduced themselves followed by introductions by attendees. Comprehensive Plan Presentation: Antonio Rosell and Britt Berner presented existing conditions highlighting demographics, along with a summary of the public input received. McGee who represents the College of St. Benedict shared that they have no plans to grow and discussed the residency requirement. Wick questioned growth within specific ages. Berner reported that there was an open house/workshop held, five pop-up events, interviews, and 373 online surveys completed. Recreation, walkability/bike-able, and a strengthened downtown were among the priorities. McGee questioned existing indoor recreation space. Berner said there were a number of comments on having a pool and some comments on a skate park. Olson questioned what a strengthened downtown was. Rosell said a place where people can shop, eat and be entertained. Goracke requested population projections be added. The draft vision statement and core values were presented as follows: Draft Community Vision Statement: St. Joseph is a flourishing city where all residents have access to housing that meets their family’s needs, can enjoy many recreational spaces, are able to attend a highly-ranked school district, and have access to a wide variety of employment opportunities. Some key St. Joseph assets that make it a unique community are the College of St. Benedict and Monastery, the Lake Wobegon Trail, a tradition of strong community engagement, and forward-thinking citizens. Draft Core Values: 1. Strengthen Downtown 2. Expand Connections with the local universities 3. Invest in people-friendly infrastructure that supports active living 4. Connect across Highway 75 5. Maintain historic structures 6. Expand indoor and outdoor recreation facilities Rossell and Berner requested input on the draft vision statement and values. CDG will forward a link to a survey on the draft vision statement and values to Haffner who will forward to Planning Commissioners and Advisory Committee members to provide their input. The next steps will be finalizing the vision statement and values and drafting the Comprehensive Plan document.
