PREVIOUS PLANNING COMMISSION ACTION:
BACKGROUND INFORMATION: Based on the public input we have received from the kick off
advisory committee meeting, workshop/open house, various pop up events, and an online survey, a draft
vision statement, along with six core values has been developed. The vision statement is a broad
overarching statement that encompasses what the St. Joseph Community envisions to be into the future.
The core values are the guiding principles that define the priorities of St. Joseph and supports the vision.

2.0 Community Vision
St. Joseph is a flourishing city where all residents have access to a wide variety
of housing options and employment opportunities, and where they can enjoy
walkable neighborhoods, a vibrant downtown full of cultural and entertainment
activities, and numerous recreational spaces and natural areas.

Robust community engagementforthe Comprehensive
Plan's update process led to the discovery and
development of many community values and visions.
With an engagement process that was organized by the
Project Management Team, Advisory Committee, City
StafF and the project consultant, this structure invited
residents, business owners and others to learn more
about the plan and to provide their comments and
guidance.
Comments received were compiled and analyzed and
combined with historical trends and existing conditions
to develop a core set of values. A community vision
statement was then crafted to summarize these values
and provide a foundation for directing the work of
the plan and achieving its goals. The vision statement
was refined through multiple iterations, with ample
opportunities for feedback from the public and the
Advisory Committee.

More than 1,000 community comments and 373 survey
forms were analyzed to better understand community
priorities. From this and all other feedback the following
core community values were developed.

St. Joseph residents recognize the importance of small
businesses in the life of their city, and value a strong
sense of community. The City will maintain its "small
town" character by encouraging small businesses
development and by supporting development patterns
that promote walkability and a mix of uses. The City
will build on existing connections between the college,
monastery and other cultural institutions to create new
jobs and revenue for the community.

The health and wellness of the St. Joseph community
is a priority for 2040. The City will continue to enhance
its physical and social environments while expanding
community resources to support active and healthy
lifestyles. A healthy, safe, and sustainabie community
offers streets that allow pedestrians, bicycle riders and
motorists to interact safely with each other; provides
sidewalks,trails,and bike lanes for active transportation;
and builds infrastructure systems for maintaining and
increasing access to clean water and energy.

St. Joseph is located just outside of several large
metropolitan areas; its convenient location ofFers
connections to job and residential centers, while
defining itself as a destination for visitors. The City's
range of housing and employment options make it a
desirable community for all ages, income levels, and
neighborhood preferences.

The St. Joseph community prides itself on its friendly
and welcoming environment. Residents, committees,
organizations, and business owners share responsibility
of maintaining the City's sense of character, and
promoting community development and events,
supporting local festivals, and inviting tourism. As the
population of St.Joseph grows,community involvement
and collaboration remains a priority.

TheCityofSt.Josephvaluescommunityandengagement
in community life. Residents are involved in local civic
organizations and committees. Residents and City Staff
help recognize and support areas of opportunity in the
community. Residents contribute to the City's success
by supporting local businesses, improving the beauty
of their neighborhood and caring for themselves and
those around them.

Located along the Sauk River and Watab River, St.
Joseph offers many opportunities to experience the
outdoors and enjoy the city's cultural history. St. Joseph
is committed to preserving and expanding these
assets, devoting appropriate resources to the ongoing
maintenance of these natural and cultural resources.
