Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular
session on Monday, May 8, 2017 at 6:00 PM in the St. Joseph City Ha�l opening with the Pledge of
Ailegiance.
Members Present: Chair Gina Dullinger, Commissioners, Matt Johnson, Troy Goracke, Steve Olson,
Chad Hausmann, Community Development Director Therese Haffner
Members Absent: Daryl Schaefer
Others Present: City Administrator Judy Weyrens, Kate Ritger, Margaret Wurm, Dave Demars
Approval of the Aqenda: Johnson made a motion to approve the agenda. The motion was seconded
by Goracke and passed unanimously.
Approval of the Minute;�: Dullinger made a motion to approve the minutes of April 10, 2017. The
motion was seconded by Goracke and passed unanimously.
Buildinq Approval Request: Haffner presented a request by Common Ground Garden for approval to
construct a high tunnel greenhouse on property owned by the St. Benedict Monastery. The property is
located in the EE-Educational Ecclesiasticai district and buildings that require a building permit must be
reviewed and approved by the Planning Commission. The proposed greenhouse is 2,160 square feet and
12 feet high. No additional parking is required as the greenhouse will not be used for events or sales but
rather for gardening.
Olson made a motion to approve the Greenhouse as requested by Common Ground Garden.The
motion was seconded by Johnson and passed unanimously.
Comprehensive Plan: Haffner reported that the Advisory Committee met on April 19'h and reviewed the
public input received so far. Both staff and the consultant are pleased with the amount of feedback
received from residents through the survey. A pop-up event will be held during the St. Joseph Chamber
meeting on May 10`h and at the St. Joseph Farmer's Market on Friday, May 12`h weather permitting.
Hausmann added the most feedback received was from outreach on the community Facebook page
directing people to the survey link.
Planninca Commission Traininq: Haffner stated the second session for the Planning Commission training
will be on May 9 5 fi from 6-8pm. The training will focus on land use scenarios.
Council Liaison Report: Goracke reported that the City Council approved a Conditional Use Permit
request for Kwik Trip and approved a payment to Knife River for the 2016 Field Street improvements.
Two public hearings were held regarding outdoor events at the American Burger Bar and Sal's Bar. Both
permits were subsequently approved. BerganKDV presented the 2016 Audit report to the Council.
Goracke added the Council approved the bids for the Millstream Park Shelter with the HVAC alternate.
Goracke stated the public hearing for the CBD Alley Assessment hearing will be on June 5tn
AdJourn: Hausmann made a motion to adjourn the meeting at 6:11 PM. The motion was seconded
by Goracke and passed unanimously by those present.
