WTP #1 was constructed in 1970 along 1 Avenue NW and removes iron and manganese in the water from Well Nos. 3, 4, and 5. In 1996, the original steel gravity filter was replaced. WTP #2 was constructed on the west side of Interstate 94 in the mid-2000’s and treats water from Well Nos. 6, 7, and 8. From a water supply perspective, the City is fortunate to operate two WTP’s because of the redundancy and safety factor provided. The two WTP’s treat water from separate well fields. Having such diversity in source water and treatment is considered an asset, particularly in the event of well contamination or treatment plant equipment failure. In order to continue producing quality water, the 1996 steel gravity filter and other treatment equipment within WTP #1 are in need of rehabilitation or replacement. While the scope of an early CIP estimate considered rehabilitation of only the filter media and coating system, a more recent and comprehensive review of the facility concluded that rehabilitation of other plant equipment/processes would be advisable. The primary components of the plant rehabilitation project include sand blasting and recoating the filter interior, removing and replacing filter media, replacing effluent valves, and valve actuators, and upgrading controls and SCADA programming. The City can expect the life of WTP #1 to be extended for approximately another 20 years following the rehabilitation.
