BOARD/COMMISSION/COMMITTEE RECOMMENDATION: In November 2016 the Park Board
requested the Council approve the development of a dog park at Millstream Park.
The Park Board met on June 26 and discussed the Dog Park and financial status. The following is an
extract of the minutes of the meeting:
John made a motion for Council’s approval for the creation of a Dog Park. This would include
$15,000 for Phase 1 ($10,000 from City Funds, $5,000 from donations). Phase 1 would include
fencing, mulch, signage (to include rules and donators), trees, gravel and dispenser for “doggie
bags”.
Phase 2 and 3 would be dependent upon funding and could include water access, concrete or
pavers, a shelter and expansion to accommodate varieties in dog sizes.
The motion was approved.
PREVIOUS COUNCIL ACTION: In November 2016 the City Council approved the development of a
dog park with the following motion: Wick made a motion authorizing the location of the dog park at
Millstream Park with an anticipated cost of $23,000. Development of the Park is contingent upon the
receipt of $10,000 in donations to match the fencing cost by December 1, 2018. The motion was
seconded by Schultz and passed unanimously by those present."
The presentation at the meeting indicated that the project would be constructed in two phases with
phase one consisting of the fencing cost $ 23,000 to include fencing and trees. Phase two would include
mulch/trail, benches, concrete picnic table and water. The Park Board had agreed to raise $ 10,000 and
the remaining funds would be expended from the Park Board CIP.
In June the Council was updated that the fencing costs have been reduced and the cost of phase one is
now $ 14,000 and the Park Board has raised $ 5,000. The Council requested the prior action of the
Council be reviewed before moving forward.
BACKGROUND INFORMATION: The Park Board has reviewed the costs of the costs for the park and
they are as follows:
Fence $ 13,968 (The original fence quote was $ 18,424, but after reviewing the
material is was decided to change the fence to include a tension
wire at the base and eliminate two rails saving $ 4,456)

$ 2,000 Trees (Tree Fund – approximately 12 trees

The Park Board discussed that the park will not provide segregated areas for different size dogs; rather
they decided to plan a future area for small dogs. The Park Board recognizes that additional fund raising
will need to take place to build the park expansion but hopes that once residents see the park they will be
willing to donate funds for the expansion.
It is the intent of the Park Board to begin the project upon approval by the City Council.

Description: Furnish and install 1,030’ of 5’ high black chain link fence with commercial posts and
rail, to have (2) walk gates and (1) 10x10x10 section for dog entrance. 10-12’ wide maintenance gate.
Prevailing wages not included! Staking done by customer.
All brushing & removal of brush must be done prior to installation by owner.
Certificate of insurance is available upon request. All site preparation including grading, clearing, brushing, mowing, debris removal
or disposal shall be by others. Signature on proposal indicates agreement with Oberg terms and conditions provided. Signed proposal
and P.O. or 1/2 down are necessary to begin the scheduling process, balance is due upon completion. We will furnish material and

Any alteration or deviation from above specifications involving extra costs will be executed only upon written orders, and will become
