PREVIOUS COUNCIL ACTION: In 2008 the City Council accepted the City’s First Street Maintenance
Plan. The purpose of the plan was to develop a guide to help protect the street infrastructure. The current
plan has expired and a new plan is being developed by S.E.H. The City Council has approved crack seal,
seal coating and street patching each year to date.
BACKGROUND INFORMATION: Staff has identified area’s to be crack sealed/seal coated in 2017.
Staff recommends crack sealing streets to prolong the existing pavement until reconstruction. Staff would
like to fund up to $10,000.00 per year for crack sealing.
The City of St. Joseph has a maintenance contract with the Stearns County. The City is responsible for the
crack sealing of the county roads identified within the contract. Staff recommends crack sealing College
Ave S with the identified City roads. The road has minimal cracks to seal at this time.
CO RD 2: Co Rd 2 North of Co Rd 75 will be seal coated this year by the county. I recommend seal
coating curb to curb in the City limits. Where there is no curb I recommend not seal coating or fog sealing
the shoulder of the roads. It is Cheaper for the City to include this on the City’s maintenance plan.
FOG SEALING: Staff recommends the fog seal for the seal coating. In the past the City has opted not to
fog seal due to cost. With fog sealing this will help lock the rock down to the surface eliminating most of
the loose rock that occurs after seal coating. This will cut down on the complaints of loose rock. It will
also reduce the need to re-sweep the street several times.
JADE RD: Jade road has striping that will need to be replaced due to the seal coating. The cost for the
striping is $3,016.10
ASTECH has been working with the City on the seal coat/crack fill street maintenance program. With the
location of the business and the proper equipment Astech has been the lowest price. Staff recommends
continuing with ASTECH for the 2017 street maintenance project.
BUDGET/FISCAL IMPACT: The Public Works CIP has a budget reserve of $82,642 for the street
maintenance program. A budget carry-over is expected to help fund the 2018 street maintenance
program. Crack seal and seal coat is not to exceed $57,612.78 including fog seal and striping.
