BACKGROUND INFORMATION: Given the recent closure of JR’s Auto Repair, staff has been
researching Brownfield grant programs. A brownfield is defined as a property, the expansion,
redevelopment, or reuse of which may be complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. The JR Auto Repair site is identified as a redevelopment
area. The land use plan guides the property for Central Business District/Neighborhood Oriented Mixed
Use. The current zoning is R-3 Multiple Family Residential. Since the site has been operated as a repair
shop for a number of years, it is appropriate to investigate the potential of contaminants. There are two
programs that may be options for the city to pursue. The contamination Investigation and RAP (Remedial
Action Plat) Development Grant. The program funds site investigation (Phase 1 and Phase II) and RAP
development. Grants pay up to 75% of the cost with a 25% local match and awards cannot exceed

$50,000. The next application deadline is November 1. Another option is the MN Targeted Brownfields
Assistance Program, which covers Phase 1 and Phase II environmental assessment and RAP development
at no cost to the City. Applications are accepted throughout the year but are on a first come first serve
basis. After a Phase 1 and Phase II and RAP are completed, clean-up grant funds could be applied for if it
is determined the site has contaminants. Staff is waiting to hear back from MPCA staff on the Targeted
Brownfields Assistance Program, including funding availability.
