EDA Agenda Item 6d
MEETING DATE: September 19, 2017
AGENDA ITEM: Comprehensive Plan
SUBMITTED BY: Community Development
STAFF RECOMMENDATION: Information Only
BACKGROUND INFORMATION: Based on the public input we have received from the kick off
advisory committee meeting, workshop/open house, various pop up events, and an online survey, a draft
vision statement, along with six core values has been developed. The vision statement is a broad
overarching statement that encompasses what the St. Joseph Community envisions to be into the future.
The core values are the guiding principles that define the priorities of St. Joseph and supports the vision.
A joint meeting between the Planning Commission and Comprehensive Plan Advisory Committee was
th
held on June 12 where they reviewed the public engagement report and a first draft of the vision
statement and core values. Additionally, the Planning Commission reviewed a second draft of the vision
th
statement and core values at their July 10 meeting and approved by consensus. The consultant is
currently drafting the Comprehensive Plan document with assistance from city staff. Initially we
anticipated a first draft available for review in September; however, that is now anticipated in October.
The Comprehensive Plan process began in February. Typically, a Comprehensive Plan takes over a year
to complete because of the extensive work involved, including researching existing conditions, gathering
public input, developing a vision and drafting of the plan so this new timeline is reasonable. Plan
components includes land use, housing, transportation, economic development, community facilities,
parks and recreation, sustainability and implementation. The EDA will have an opportunity to review and
provide input on the economic development section at their meeting in October.

VISION AND VALUES DEVELOPMENT
Robust community engagement for the Comprehensive
Plans update process led to the discovery and
development of many community values and visions.
With an engagement process that was organized by the
Project Management Team, Advisory Committee, City
Staff and the project consultant, this structure invited
residents, business owners and others to learn more
about the plan and to provide their comments and
guidance.
Comments received were compiled and analyzed and
combined with historical trends and existing conditions
to develop a core set of values. A community vision
statement was then crafted to summarize these values
and provide a foundation for directing the work of
the plan and achieving its goals. The vision statement
opportunities for feedback from the public and the
Advisory Committee.
THE SIX CORE VALUES
More than 1,000 community comments and 373 survey
forms were analyzed to better understand community
priorities. From this and all other feedback the following
core community values were developed.

Vibrant
A diverse community that values a mix of
employment, industry and retail infrastructure to
foster social and economic vitality.
Lively
A well-designed community that is active and
attractive, and is welcoming, healthy, and safe.
A well-connected community that includes a
variety of businesses, land uses and activities, and
welcomes people of all ages, income levels, and
ethnicities.
Welcoming
An inviting community that embraces and enhances
its historic small town feel.
Proactive
A resourceful community that anticipates the
needs of the residents, employees and visitors and
responds in a productive and responsible way.
Attractive
A sustainable community that builds on the existing
natural and cultural assets of the city.
V IBRANT
St. Joseph residents recognize the importance of small
businesses in the life of their city, and value a strong
sense of community. The City will maintain its small
town character by encouraging small businesses
development and by supporting development patterns
that promote walkability and a mix of uses. The City
will build on existing connections between the college,
monastery and other cultural institutions to create new
jobs and revenue for the community.
L IVELY
The health and wellness of the St. Joseph community
is a priority for 2040. The City will continue to enhance
its physical and social environments while expanding
community resources to support active and healthy
lifestyles. A healthy, safe, and sustainable community
offers streets that allow pedestrians, bicycle riders and
motorists to interact safely with each other; provides
sidewalks, trails, and bike lanes for active transportation;
and builds infrastructure systems for maintaining and
increasing access to clean water and energy.
D IVERSIFIED
St. Joseph is located just outside of several large
metropolitan areas; its convenient location offers
connections to job and residential centers, while
range of housing and employment options make it a
desirable community for all ages, income levels, and
neighborhood preferences.

and collaboration remains a priority.
P ROACTIVE
The City of St. Joseph values community and engagement
in community life. Residents are involved in local civic
organizations and committees. Residents and City Staff
help recognize and support areas of opportunity in the
community. Residents contribute to the Citys success
by supporting local businesses, improving the beauty
of their neighborhood and caring for themselves and
those around them.
A TTRACTIVE
Located along the Sauk River and Watab River, St.
Joseph offers many opportunities to experience the
outdoors and enjoy the citys cultural history. St. Joseph
