BACKGROUND INFORMATION: This project includes rehabilitation improvements to Water
Treatment Plant No. 1. The proposed schedule is provided below.

Notice is hereby given that sealed Bids will be received by the City Administrator until 11:00 a.m., Tuesday,
October 31, 2017, at the St. Joseph City Hall located at 75 Callaway Street East, St. Joseph, MN 56374, at which
time they will be publicly opened and read aloud, for the furnishing of all labor and material for the construction of
Water Treatment Plant No. 1 Improvements. Major components of the Work generally include:
1. Removal of existing gravity filter media, air wash grid, nozzles, and filter effluent valves.
2. Refurbishment of interior steel of the existing gravity filter cells, including sandblasting and painting.
3. Installation of new filter media, air wash grid, nozzles, filter effluent valves, and pneumatic actuators.
4. Replacement of miscellaneous WTP equipment including valves, actuators, and compressed air filtration
system.
Bids shall be on the form provided for that purpose and according to the Bidding Requirements prepared by Short
®
Elliott Hendrickson Inc. (SEH) dated October 2, 2017.

A pre-Bid conference will be held at 11:00 a.m. on Tuesday, October 24, 2017 at Water Treatment Plant No. 1; 23

1 Avenue Northwest, St. Joseph, MN 56374. Representatives of Owner and Engineer will be present to discuss
the Project. Bidders are encouraged to attend and participate in the conference.
Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to
Bidders.
A Contractor responding to these Bidding Documents must submit to the City/Owner a signed statement under
oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section
16C.285, subdivision 3.
Minimum Contractor Qualifications: Bidder shall have experience as a general contractor in the successful
completion of at least three municipal water treatment plants in the last 8 years with a minimum design average
flow of 1 million gallons per day. The three projects must include the following construction experience: process
piping and valves, gravity filter rehabilitation, and electrical and instrumentation and controls. Bidder shall list
experience on Document 00 44 14.
Bids shall be directed to the City Administrator, securely sealed and endorsed upon the outside wrapper, “BID
FOR WATER TREATMENT PLANT NO. 1 IMPROVEMENTS, ST. JOSEPH, MN, SEH NO. STJOE 143547.”

Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids
Water Treatment Plant No. 1 Improvements
WHEREAS, pursuant to the professional services agreement approved by the City Council on October 2,
2017, a report has been prepared by Short Elliott Hendrickson, Inc. with reference to the proposed
improvement Water Treatment Plant No. 1, and has presented such plans and specifications to the council
for approval.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST JOSEPH,
MINNESOTA:
1. Such plans and specifications as presented on October 2, 2017 are hereby approved.
2. The City Administrator shall prepare and cause to be inserted in the official newspaper, the St.
Cloud Times, an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The advertisement shall be published for two days, two
consecutive weeks, shall specify the work to be done, shall state that bids be received by the City
Administrator until 11:00 AM, October 31, 2017, at which time they will be publicly opened at
the St. Joseph City Hall, 75 Callaway Street East, by the City Administrator and City Engineer,
will then be tabulated, and will be considered by the Council on November 6, 2017 at 6:15 PM in
the Council Chambers, 75 Callaway Street East. Any bidder whose responsibility is questioned
during consideration of the bid will be given an opportunity to address the council on the issue of
responsibility, No bids will be considered unless sealed and filed with Administrator and
accompanied by a cash deposit, cashier’s check, bid bond or certified check payable to the
Administrator for 5% of the amount of such bid.
