Planninq Commission Members Present:Vice Chair Chad Hausmann, Commissioners, Troy Goracke, Matt Johnson, Daryl Schaefer, Community Development Director Therese Haffner Members Absent: Gina DuNinger, Steve Olson Others Present: City Administrator Judy Weyrens, Mike Deutz, Melissa Welsh, Randy Schmitz, Irma Hoffmann A�proval of the Aaenda: Johnson made a motion to approve the agenda with the deletion of the June 12�h minutes.The motion was seconded by Goracke and passed unanimously by those present. Approval of the Minutes: Johnson made a motion to approve the minutes of May 8, 2017.The motion was seconded by Goracke and passed unanimously by those present. Public Hearinq. IUP 104 15�Ave NW: Haffner stated the applicant, Irma Hoffman, has requested approval to renew an interim use permit to allow a non-owner occupied residential rental unit in an existing single family home located near the Cone Castle property. The property is located in the B-1 Central Business District and the IUP would expire within three years or sooner if the property is ready for commercial use. There have been no incident reports on the prope�ty. Hausmann opened the public hearing. As no one present wished to speak, Hausmann closed the public hearing. Schaefer made a motion to approve the findings of fact and decision recommending the City Council issue an Interim Use Permit to allow a rental 1lcense at 1041st Ave NW.The motion was seconded by Johnson and passed unanimously by those present. Public Hearinq. IUP 409 Collecae Ave N: Property owner Dale Schneider has requested approval to renew an interim use permit to allow a non-owner occupied residential rental unit in an existing single family home. The property, along with the surrounding properties are located in the B-2 Highway Business District but are currently being used for residential. There have been no incidents on the property. Hausmann opened the public hearing to consider issuance of an Interim Use Permit at 409 College Ave N. As no one present wished to speak, Hausmann closed the public hearing. Hausmann made a motion to approve the findings of fact and decision recommending the City Council issue an Interim Use Permit to allow a rental license at 409 College Ave N. The motion was seconded by Goracke and passed unanimously by those present. Public Hearinp, IUP 119 Colleqe Ave N: Haffner stated that property owner Mike Deutz has requested approval to renew an interim use permit to allow for a non-owner occupied residential rental unit in an existing single family home. The property is located in the B-1 Central Business District. Hausmann opened the public hearing to consider issuance of an interim use permit at 119 College Ave N. Mike Deutz, Landowner. Deutz approached the Commission questioning if the Interim Use Permit renewal hearing could be eliminated in order to save on costs. Weyrens stated that property owners with rental licenses have to come before the Planning Commission every six years. In order to change the time requirement the Ordinance would need to be amended. Johnson made a motion to approve the findings of fact and decision recommending the City Council issue an Interim Use Permit to allow a rental license at 119 College Ave N.The motion was seconded by Schaefer and passed unanimously by those present. Public Hearinq, IUP 119 1St Ave NE: Property owner Mike Deutz has requested approval to renew an interim use permit to allow for a non-owner occupied residential rental unit in an existing single family home. The property is located in the B-2 Highway Business District. Hausmann opened the public hearing to consider issuance of an interim use permit at 119 1 S'Ave NE. Melissa Welsh, Owner of Central MN Realty:Welsh's property lies between two of Deutz's rental properties. Since purchasing the property,Welsh stated the renters have been awful.Welsh had previously approached the planning commission requesting the ability to rent out their property because they did not want to have their business next to Deutz's rentals.Welsh added it is tough being a business in town when the neighboring properties have trash in plain sight. Deutz stated the rental market in St. Joseph has really changed in recent years. Both properties neighboring Welsh's property have been under the management of Renter's Warehouse. Deutz stated both those properties will no longer be managed by Renter's Warehouse. Deutz agreed that he has had issues with the renters and is trying to make sure the properties are cleaned up. As no one else present wished to speak, Hausmann closed the public hearing. Hausmann moved to approve the findings of fact and decision recommending the City Council issue an Interim Use Permit to allow a rental license at 1191gt Ave NE.The motion was seconded by Goracke and passed unanimously by those present. Public Hearina, IUP 30 Birch St E: Property owner Mike Deutz has requested approval to renew an interim use permit to allow for a non-owner occupied residential rental unit in an existing single family home. The property is located in the B-2 Highway Business District. Hausmann opened the public hearing to consider issuance of an interim use permit at 30 Birch St E. As no one present wished to speak, Hausmann closed the public hearing. Schaefer moved to approve the findings of fact and decision recommending the City Council issue an Interim Use Permit to allow a rental license at 30 Birch St E. The motion was seconded by Johnson and passed unanimously by those present. Public Hearinps, Rollinq Ridae Event 8�Weddinp Center: Haffner stated two requests were received from Randy Schmitz, owner of Rolling Ridge Wedding and Event Center located at 31101 County Road 133. The first request was for a conditional use permit to amend the previously approved special use permit to allow for a year round business with the ability to hold special events that would be open to the public. Currently the special use permit allows the venue to be open May 1 through October 31 and for private events only. The primary business would continue to be private events but the owner would like the option to offer special events other than weddings or corporate parties. The second request includes a variance to allow for continued relief from paving, striping, and curbing of the parking area. A variance may be granted if enforcement of a zoning ordinance provision on a particular property would cause the landowner practical difficulties as defined by MN State Statute 462.357. CUP Public Hearing, Rolling Ridge: Hausmann opened the public hearing to consider issuance of the Conditional Use Permit. As no one present wished to speak, Hausmann closed the public hearing. July 10,2017 Page 3 of 3 Hausmann stated there have been no issues with the parking lot remaining gravel. Johnson added there has been no additional gravel on Country Road 133. Schaefer moved to approve the findings of fact and decision recommending the City Council issue a Conditional Use Permit for Rolling Ridge Wedding and Event Center, 31101 County Road 133.The motion was seconded by Johnson and passed unanimously by those present. Variance Public Hearing, Rolling Ridge:Hausmann opened the public hearing to consider granting the variance request. As no one present wished to speak, Hausmann closed the public hearing. Schaefer moved to approve the findings of fact and decision recommending the City Council grant a variance for Rolling Ridge Wedding and Event Center at 31101 County Road 133.The motion was seconded by Johnson and passed unanimously by those present. Comqrehensive Plan: Haffner presented the draft vision statement, along with six core values.The vision statement is a broad overarching statement that encompasses what the St. Joseph Community envisions to be in the future. The core values are the guiding principles that define the priorities of St. Joseph and support the vision statement. Hausmann stated he is pleased with the community outreach done by the consultants. Consensus of the planning commission was to move forward with the vision statement and core values as presented. Council Liaison Report: Goracke reported Northland Securities presented the debt management study to the Council, going over all the bonds the City currently has. The Council discussed the pedestrian crossing study. Options were presented to the Council, but no plans have been finalized. Planninq Commission Members Present: Chair Gina Dullinger, Commissioners, Daryl Schaefer, Chad Hausmann, Steve Olson Community Development Director Therese Haffner Members Absent: Matt Johnson Others Present: City Administrator Judy Weyrens, Cory Ehlert, Joe Prostrollo Aqproval of the AQenda: Schaefer made a motion to approve the agenda as presented.The motion was seconded by Hausmann and passed unanimously by those present. Public Hearinq, CUP Amendment: Haffner stated Cory Ehlert, property owner of 29 MN St E, has requested an amendment to the Conditional Use Permit for his Bed and Breakfast.The approved plan included new hardie board pane{siding, brick,and accent siding.The proposal is to change the type of siding on the structure from the approved hardie board to the existing wood siding.The brick and accent siding would remain.The property is located in the 61 Central Business District and wood is a permitted material in the B1 District. Dullinger opened the public hearing. As no one present wished to speak, Dullinger closed the public hearing. Hausmann made a motion to approve the amendment to the CUP related to exterior material allowing wood siding, brick and accent siding for the B&B at 29 MN ST E.The motion was seconded by Schaefer and passed unanimously by those present.
