PREVIOUS PLANNING COMMISSION ACTION: Approved the PUD and Plat in 2014.
BACKGROUND INFORMATION: Jon Petters, Bayou Alley Flats, LLC has requested a PUD
Amendment to allow for three residential units at street level within a mixed use building. The
approved PUD known as Bayou Alley Flats (aka 24 North)has two phases. Phase one includes a
three story mixed use building with 100% commercial at street level,residential and limited
office(commercial) on the second floor and 100%residential on the third floor. Garages and a
parking lot will be located in the rear of the building providing off-street parking. A separate
commercial gallery is also approved for Phase one. Phase two includes a four unit condominium.
If additional commercial units are needed in the future,the street level residential units could be
converted into commercial. According to the applicant,there has been high demand for
residential units with some interest in commercial and in order to make this a viable project
additional residential is being proposed.

We are requesting that three residential units be allOwed on tha ground floor. These units will have secure gates
and provide an altemaNve to living on the 2nd and 3rd floor wHh no need for an elevator in the event of an emergency for ingress
and egress from the ground floor.The units will be separated wlth both visual and sound batriers from the adjacent
commercial space.In the event that additional commeraal space!s needed over Gme,they could be converted to
downtown commercial use as originally planned. These unks were requested by the bank to make it finenaally feasible.

LAND USE AMENDMENT/REZONING APPLICATION
The applicant shall provide the following(attach separate sheets if necessary):
1. All applications must include a narrative of the land use and/or zoning request.The Land Use and/or
Rewning application must be completed in its entirety including the reasons as to why the Planning
Commission and City Council should approve the request.
The applicant has been working on this project for atmo�t 4 years and is in the proccess of canpleting the Final
Plat and Developer's Agreement,PUD,T1F etc with the CRy and intends to commence construction in late 2017.
All ths land is purchased and additional land to the North has been purchased in anticipation of additional
developemnt down the road.The demand for downtown Safnt Josepfi has increased since the original concept
eeveral years agu.Additional residential housing and commercial benefit the oore city espeaalry when the design
becomes a memorable landmark such as the neighboring Mill Stream Shops&Lofts.
2. Petition for fifly percent(50%)or greater of the property owners affected by the proposed amendment and
fifty percent(50%)of those property owners within three hundred fifty(350)feet of the proposed change.
