AGENDA ITEM: Organizational Review – Requested Action: Authorize the expenditure
of $ 8,000 to retain Flaherty & Hood to review personal job descriptions
and the corresponding pay structure.

BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The
PREVIOUS COUNCIL ACTION: In 2006 the City retained Springsted to complete a job
classification and compensation study.
BACKGROUND INFORMATION: As required by MN Statute, the City completed the pay equity
report in December 2016 for review in 2017. The City narrowly passed the test for compliance; therefore,
the current step system and job descriptions need to be reviewed. As part of the discussion for employee
compensation the Council discussed the need to review the current system, without completing a market
analysis.
BUDGET/FISCAL IMPACT: $ 8,000 which has been set aside from reserve revenue in 2017/2018
