HomeMy WebLinkAbout[06a] Bayou Alley Flats, PUD Amendment Council Agenda Item 6a MEETING DATE: October 24, 2017 AGENDA ITEM: Bayou Alley Flats (24 North) – Planned Unit Development (PUD) Amendment Request SUBMITTED BY: Community Development BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Planning Commission (6-0) recommends approval of the PUD Amendment. PREVIOUS COUNCIL ACTION: Approved the PUD, Plat and Developer Agreement in 2014. BACKGROUND INFORMATION: Jon Petters, Bayou Alley Flats, LLC has requested a PUD Amendment to allow for three residential units (2300 SF total) on the first floor of the approved mixed use building known today as 24 North. The approved PUD known as Bayou Alley Flats (aka 24 North) has two phases. Phase one includes a three story mixed use building with 100% commercial at street level, residential and office on the second floor and 100% residential on the third floor. Garages and a parking lot will be located in the rear of the building providing off- street parking. A separate commercial gallery with an above loft is also approved for Phase one. Phase two includes a four unit condominium. If additional commercial units are needed in the future, the street level residential units could be converted into commercial. According to the applicant, there has been high demand for residential units with some interest in commercial and in order to make this a viable project additional residential is being proposed. Public Input: On October 9, 2017, the Planning Commission held a public hearing on the request. The City received two emails summarizing concerns with residential and commercial uses, specifically as it relates to noise. My wife and I will not be able to attend tonight's meeting. We would just like to say two things in regards to this PUD. 1st: Potential residents need to understand that they will be living next to a bar that has been there for 60 years. Every night glass and garbage cansare dumped into trashbins which makes a lot of noise. We have DJ's and live music on the weekends so noise does and will eminent from the bar. We just want to be certain that this is known and will not stop. 2nd: The City needs to start looking at more parking downtown. If this is built it will congest things further. Take down the old admin building and make it a parking lot. Thanks! This is Peg Zimmer, owner of MZ Rental, INC.,the buildingbeing commercially occupied by the LaPlayette Bar business next door to the proposed business and residential building being addressed. I have no problem withJon's request to alter his plans on the building. However, I just want himto keep in mind thatthe bar business next door has been there since 1958 and plans to continue. The music until 1, the bottles being dumped into the dumpsters after hours, customers coming out when closing and vehicles leaving may cause aggravation with residents that plan to live there. The reason I state this is because in the past there have been some of his occupants and a letter from him in regards to noises coming from the bar in the past.My late husband, myself and the new owners (Shawn and Ann Reisner) experience unneeded frustrations from residentialoccupants and him from his Millstreams Shops and Lofts Development.
