PREVIOUS COUNCIL ACTION: Council hired Carl Brown Consulting to conduct a comprehensive
rate study of the water and sewer fees. Liquor fees were adopted to have a three-year tiered increase
through 2018. Police fees were reviewed on Nov. 6, 2017.
BACKGROUND INFORMATION: The 2018 draft fee schedule is included in the packet for the

Council to review and consider calling for fee schedule public hearing on Dec. 4.
The proposed changes are highlighted in yellow. Comments on the changes follows:
General Fees
Assessments Certified – This fee is charged for delinquent accounts certified. We have not changed in
several years. Staff recommends increasing to cover hearing costs and staff time to certify.
Labor Rate – The labor rate is a comparable to average wages and benefits.
Small Cell Wireless Antenna – State passed new law in their 2017 Legislative session allowing small cell
towers to be installed in city right of ways. The city can permit the use, charge rent and require the cell
tower companies to pay the electricity to operate. The city has not been approached for a permit, but
would like to be proactive in case proposals come in.
Bulk Water/Swim Pool Fills/Illegal Sewer Dumping – Water/sewer fees based on a surcharge of the
resident usage fee.
Rental Registration – Staff recommends restructuring the rental registration fees to provide more equity
between small dwelling structures and larger dwelling structures (# of units). The rate structure nets a
similar revenue budget overall.
Dev. Agreement/TIF Plan/PUD Amendments – Staff recommends adding fees for amending development
agreements, TIF plans and PUD. The City has had a couple modifications recently for various reasons.
The costs to make these amendments would be covered by the application fees.
Platting- Final Plat – Propose increasing the fee to cover administrative time to review and record.
Conditional Use Permit – Recommend application fee be reduced. The cost of the CUP is covered.
Special Meeting – This fee was charged to cover costs, but not listed. Adding the fee for requests that
come in needing quicker response than the regularly scheduled Council/Commission meetings.
Pet Clinic License Fee – Staff is exploring the idea of offering a Pet Clinic for residents to license their
dogs. The fee would be reduced if they were present the day of the clinic. The Clinic may also include
partnering with the Vet Clinic for discounted vaccinations. The idea is to have more dogs vaccinated and
provide for a safer community. Staff believes more dogs will be licensed in the City; thereby, the reduced
license fees will provide the revenue needed to support animal control costs.
Compost Permits – C & L Excavating is negotiating the contract with the city to operate the compost site.
They want to ensure they are able to cover operating costs. Staff is requesting Council direction. More
information will be presented at the meeting.
On-Sale Liquor Fee – Council allowed for a 3-year tiered increase in the liquor license fee. 2018 is the
third year of the increase.

damage deposit is also suggested to increase for the new facility. The park pick up keys rate matches the

labor rate in the fee schedule. Also, as the dog park is a new amenity, the voluntary donation was added.
Water Meters – fees are based on supplier costs plus 10% markup.
Appendix A – Police Bail of Fees– City Council reviewed and amended the late fees and ordinance
matrix violations on Nov. 6, 2017. The proposed fee schedule simplifies the police administrative ticket
fees. The truck parking and hydrant parking violations are proposed to be reduced to the same parking
violation as any other parking violation. The handicap parking needs to stay at the higher fee of $200.
Appendix B – Building Permits – No changes proposed.
Appendix C – Utility Rates
Water Usage/Line Charge – Increase based on Carl Brown’s recommendation of 5% annual increase and
matches staff analysis of the fund.
Sewer Usage/Line Charge – Increase based on Carl Brown’s recommendation of 6% annual increase and
matches staff analysis of the fund. Also, staff suggests a different fee for the sewer only accounts in the
current city limits for residents that have opted not to connect to services where city water is available.
Refuse – City Council approved extending the residential refuse contract for 3 years with Republic
Services. Their rates are scheduled to increase slightly each year. In comparing city charges versus the
contract, staff recommends decreasing the 60 gallon cart fee and increasing the senior 30 gallon cart fee.
Currently, the senior rate is under the contract price. The 60 gallon fee is paying a higher overhead cost
than other carts to pay for the service. Instead of increasing the senior rate all in one year, staff
recommends annual increases to get them to the 30 gallon cart rate to be fair and equitable amongst all
users.
Street Light Utility – Recommend increase to cover operating costs.
Storm Water – Recommend decrease rates due to storm water development fees collected. The
development fees along with current fees and reserves will fund the storm water operations.
The table below shows the impact of the utility fees for the average residential and commercial users.
The tables below show comparison of utility fees with area cities. The proposed 2018 fees for the area
cities are not approved yet and are subject to change.

Staff met with SCAWAC to go over budgeted items. The projects currently being paid for (costs
represent St. Joseph’s share only). St. Cloud does not envision another project that would include St.
Joseph until 2027. The letters in orange are the cities that participated in the stated project. Also listed

Appendix D – Compensation – Only recommendation is to increase the summer water attendant and
summer public works seasonal help. The rates are included in the preliminary budget and the
reimbursement from the St. Joseph Action Group. We have been fortunate to have people return to these
positions each year.
