Council approved parking and ordinance tiered fees for the police department. BACKGROUND INFORMATION: A public hearing is required under State Statutes prior to changing the fee schedule. Staff published a public hearing notice in the November 24, 2017 St. Joseph Newsleader. The proposed fee schedule was available for public viewing. Fees proposed to change are highlighted in yellow. A few of the changes are described below. The Nov. th 20 council agenda described each change and is available on the City’s website. City Council adopted a three-tiered fee increase for the liquor fees in Dec. 2015. There will be scheduled increases through 2018. Liquor license holders had the opportunity to discuss the increases at a public hearing and were notified of the council’s decision. The City contracts with C&L Excavating for composting. Residents from the City of St. Joseph, City of St. Cloud, St. Wendel Township and St. Joseph Township are allowed to use the site. C&L requested th increasing permit fees to help them break even. Council discussed options at their Nov. 20 council meeting. The fee schedule represents increasing fees to continue using the C&L compost site. Rental registration is proposed to change to more fairly charge rental fees between large and small structures. The charges are more equitable per unit fees under the proposed rates and more adequately equate to costs incurred by the City. Staff calculated the 2018 revenue and comes in very close to the 2017 permit fees. Finally, staff is proposing an increase in the water and sewer fees based on the recommendations made by Carl Brown Consulting in early 2016 and staff’s comprehensive review of the utilities. To offset the increases in the water/sewer fees, staff recommends reducing the storm water fees due to reserves in the fund. Refuse for a 60 gallon cart is proposed to decrease based on recent contract extension costs and reserves in the refuse fund. The charges versus costs incurred between cart sizes are more equitable between users. Street light utilities are suggested to increase to cover costs. The fund does not have a significant reserve balance. The chart on the next page summarizes the water and sewer bill impact for a St. Joseph resident compared to other area communities.
