NOTICE OF INFORMATION MEETING
PUBLIC INPUT
As you are aware,the City of St.Joseph has notified St.Joseph Township of the intent to annex
property located within the Orderly Annexation Agreement(OAA)executed in 1997 and
Administrator amended in 2010. This agreement was entered into jointly to provide for cooperative future
planning and the eventual annexation of the area into the City. The OAA divided a portion of
Judy Weyrens the Township property into one of three zones. Each of the three zones was assigned a time
period in which certain criteria had to he met before the City could annex property within the
zone. The OAA provided that once the projected life of the zone expired,the City could annex
Mayor the property upon the City's petition. Zone 1 had a projected life from 1997-2002;Zone 2 had a
projected life from 2003 to 2007; and,Zone 3 has a projected life from 2008 to 2017.

The 1997 OAA does not have an expiration date as it was contemplated that all the property
would be annexed in the time frames established. The City desires to move forward with
Councilors annexation of all three zones in an effort to preserve and guide any future development
of this area to ensure consistency with the City's long term plans.

Matt Killam It is the intent of the City to minimize the impact the annexation will have on your
Bob Loso property while also preserving future development areas surrounding St. Joseph. The
Dale Wick City will work on a plan that will balance the need for urban planning by the City with
that of the property owners being impacted. Consideration will be given to create a
rural tax district and rural quality of life policy that exempts rural areas from certain
ordinances relating to licensing, such as dog, rental and hunting.
You are invited to attend an information and public input session to help formulate the
rural life policy. For this purpose, the following meeting dates and times have been
established:
