HomeMy WebLinkAboutFYI 2017 Fire Department Report 2017 St. Joseph Fire Department Annual Report FIRE BOARD Jeff Taufen Fire Chief Bob Loso City of St. Joseph Jerome Salzer Township of St. Joseph Greg Salk Township of St. Wendel Judy Weyrens Administrator to the Board The Fire Board typically conducts their business on the first Wednesdays of February, May, August and November at 6:00 PM in the St. Joseph Fire Hall. AUTHORITY An Advisory Fire Board has previously been established by St. Joseph. The Board facilitates the performance of the fire contract through its life. The Fire Board has the powers specifically identified in the Fire Contract and is able to make recommendations to the City Council and St. Joseph Town Board to improve cooperation and efficiency in carrying out the intent of the contract and to make recommendations for amendments and supplements to the same. FINANCIAL The Fire Board is responsible for approving a budget to forward to the City Council for adoption. The budget includes both operation and capital funds and the final requested budget must balance revenues and expenditures. It is the policy of the Fire Board to maintain a reserve balance equal to 12 months of operating expenses, not including capital equipment. The City maintains a fund entitled Joint Operating Fire Fund. The major revenue stream for the Fire Fund is the jurisdiction apportionment. Each participating jurisdiction share be assessed an apportionment based on the percent of taxable market valuation of their respective jurisdiction in relation to the total taxable market valuation of the Fire District served. The following table is a three year summary of the cost sharing apportionment percentage by jurisdiction: 2016 2017 2018 City of St. Joseph 47.44% 47.14% 47.33% St. Joseph Township 31.37% 31.09% 31.05% St. Wendel Township 21.19% 21.77% 21.63% Based on the allocation percentage, the following table is a summary of the contributions assessed each jurisdiction for the past three years. Additional sources of revenue for the Fire Fund include: donations, community center rental fees, State Aids and Grants, Federal Aids and Grants, interest, firefighting reimbursements, and surplus property sales. The following is the December 31, 2017 unaudited Fund Summary. ACTIVITIES During 2017 the Fire Board approved the following actions:  Authorized the implementation of Class B uniforms. The Fire Relief Association agreed to outfit all current members and the Fire Board agreed to finance new members as they are hired. Class B uniforms are used for ceremonial and public outreach events.  Authorized the reconstruction of the Fire Hall parking lot.  Authorized the Chief to look at different technology for the vehicles, such as IPADS.
