The investor contribution for St. Joseph would be $ 5,000. The City was an investor in 2017 and funds have been budgeted. BUDGET/FISCAL IMPACT: $ 5,000 ATTACHMENTS: Request for EDA Action Investment Request Organization & Investors Overview Invoice – Greater St. Cloud REQUESTED BOARD ACTION: Provide direction 2018 Public Partner Investment Contribution Request City of St. Joseph: $ 5,000 On behalf of the Greater St. Cloud Development Corporation, we respectfully request the City of St. Joseph’s favorable consideration of continued financial investment and active engagement in the GSDC in the advancement of economic development on behalf of the greater St. Cloud region. We offer the following highlights of the financial investment request for 2018. MISSION: We lead economic development for the benefit of the Greater St. Cloud community. GSDC is working in collaboration with, and support of, the broader “Community Priorities” for the region. GOALS: GSDC has four (4) mutually-reinforcing strategic objectives – engage leaders, grow business, expand talent and support community. To that end, GSDC has established six (6) service corps directed to undertake the following initiatives: 1 – Transportation Corps (facilitate efforts & advocate for expansion of a comprehensive regional transportation infrastructure including highway, rail, air, bus & trail amenities in the region), 2 – Talent Corps (attract, develop, retain & expand the talent pool which includes hosting a web based talent portal - GreaterStCloudJobSpot.com), 3 – Well-Being Corps (identify & promote best practice corporate wellness programs, 4 – Downtown Corps (contribute to the planning for and vibrancy of Downtown St. Cloud), 5 – Innovation Corps (support new technologies, products, markets & companies), and 6 – Business Corps (enable business retention, expansion and attraction across the region). FINANCIAL INVESTMENT REQUEST:The attached exhibit depicts a population based investment guideline that forms the basis for the investment level being requested of our public partners. As such, we respectfully request favorable consideration for continuation of a corporate investment level of $5,000 for 2018. This translates to .33% of our total estimated Income of $1.52 million for 2017. In total, 79% of GSDC’s revenue source comes from private investor contributions, 12% from grants and 9% from public investor contributions. A population base of approximately 650,000 benefit from the initiatives of the GSDC. We are also on track for completing 75 business retention and expansion visits in 2017. Further, we provided 30 business attraction proposal responses in 2016. And, 2017 has responses to 11 business attraction opportunities underway. Our pipeline of potential expansion and attraction projects over the next 24 months totals 75, with six being potential expansion projects specific to the City of St. Joseph. Attached please find the 2016 GSDC Annual Report (2011 – 2016 edition) which offers a more comprehensive overview of initiatives and accomplishments of the organization during its first six (6) years of existence. NOTEWORTHY CALL OUTS: Net Job Growth in City of St. Joseph 2011 – 2016: 276 (private sector). Total employment increased 16.01% compared to the State average of 8.09% (QCEW, MN DEED) Wage Growth in City of St. Joseph 2011 – 2016: 14.42% increase in average weekly wages compared to the State average of 13.48% (QCEW, MN DEED) GSDC Hosts CEO Roundtable with MN DEED Commissioner – In November 2016, GSDC gathered 15 area CEO’s to meet with Shawntera Hardy, MN DEED Commissioner and Kevin McKinnon, MN DEED Deputy Commissioner. See the attached event brochure and also page 9 of the attached annual report for a more complete summary. The event included a tour of the area narrated by our investor member city economic development professionals. Because St. Joseph had suspended participation as a GSDC investor in 2016, this was unfortunately a missed opportunity for St. Joseph. Airport Optimization Study Funding – GSDC successfully led efforts to secure $250,000 of State funding to complete a comprehensive, market based study that results in the development of a solid business case and strategy for achieving greater optimization of the STC Airport. Talent work – Multiple strategies and efforts have been deployed to further our region’s talent attraction, retention and development needs. Talent Corps leadership has transitioned to Jeff Gau/Marco, Chair. o GNP networking event was hosted for 30+ displaced executives resulting in multiple hires amongst GSDC investor companies o Veterans Employment Connection Group through collaborative effort o 8 events to assist immigrant job seekers hosted through collaborative efforts o Talent Summit attended by +500 and 4 Career & Coffee events hosted by GSDC Business Development Assistance – Mike Markman/US Bank is now co-chair with Dave Gruenes/Stearns Electric of the Business Corps. We welcome the addition of Larry Hosch, former small business owner, legislator and St. Joseph Mayor, as Business Development Director. SelectUSA Summit – GSDC participated for the third year as a member of the MN Trade Offices th team attending the 4annual foreign direct investment summit resulting in 6 attraction leads that we continue to pursue. Affordable Engagement in Workplace Well-Being Initiative – The City of St. Joseph has not yet seized its opportunity to engage in and utilized the tools of this initiative. This initiative is fueled extensively through a $525,000 grant from CentraCare Foundation. Membership in WELCOA ($400 per person value) and comprehensive well-being assessments for employees are available for $10 per person. Broadened Reach of Influence – GSDC President serves as Vice Chair of the Metropolitan Airports Commission and a Vice Chair of the MN Medical Manufacturing Partnership. Marketing the Region – GSDC attracted and facilitated earned media coverage for the region via Business In Focus (twice, +363,000 distribution), Mpls/St. Paul Business Journal (twice, and Site Selection magazine (+45,000 distribution). GSDC also invests annually in MN North magazine (DEED’s marketing publication) with a prominent, front cover gatefold ad. Partner Advisory Council (PAC) – GSDC hosted 4 meetings of the PAC providing resource access to labor analytics tools, GSDC initiative updates, DEED program resource updates, and East African business and labor development initiatives. LOOKING AHEAD: Regional Marketing Initiative – In mid-October, GreaterStCloud.com will come online serving as a new, electronic gateway to the greater St. Cloud region. It will promote the region’s primary assets and provide a single point of contact for access to its resources and information and will include a retooled regional talent portal, JobSpot. An aggressive social media marketing campaign will be undertaken both with the introduction of the portal and ongoing promotion. GSDC investor cities, which includes St. Joseph, and counties will be featured in the portal with active links to their respective websites and business development resources. Airport Optimization – GSDC maintains its commitment to continue to lead efforts that engage the 3 counties, City of St. Cloud and business community in developing a market based plan to grow air service and optimize use by and benefit to the entire region at STC. New Business Development Strategic Plan – Completion of a new strategic plan to guide the rd work of the GSDC’s Business Corps has been completed and was presented at the August 3 Board of Advisors meeting. Development of implementation strategies is now underway through the work of the Business Corps led by Mike Markman/US Bank and Dave Gruenes/Stearns Electric. Talent Pipeline Recruitment – A skilled worker pipeline focus has been launched with Mike Gohman/W Gohman Construction leading the construction trades career field efforts and Bonnie Supan/Brenny Transportation leading the truck driving career field efforts. GSDC Strategic Plan Refresh – GSDC Board of Directors has initiated a strategic plan refresh that will be undertaken over the course of the next 12-18 months and will include regular updates to and engagement by GSDC investor businesses and organizations.
