HomeMy WebLinkAbout[03] January 26 Minutes St Joseph Park Board Minutes January 29, 2018 6:00 p.m. St. Joseph Government Center Members Present: John Anderson (Chairman), Marguerite Fogarty (Secretary), Andrew Deuhs, Jodi Keehr, Terry Thene (Staff Liaison), Sharon Rennie, Alissa Rennie, Lori Bartlett (City Finance Director) 1. Call to Order: 6:03 p.m. 2. Approval of Minutes: Approved 3. Approval of Agenda: Approved, with addition of playground equipment to New Business 4. Treasurers Report: Lori Bartlett, City Finance Director, was present to review the Financial Report with the Board. The report showed that $2,453.75 is still available to use for Phase 2 of the dog park. She informed us that the Council has acknowledged the need for the Monument repair. They are seeking ways to fund this. 5. Liaison Reports: A. Lori Bartlett (attending for Matt Killam): The Council has adopted the budget and capital plan. The City Council has notified the Township that the City would like to annex the property by st April 1. The purpose is to manage development. Any questions should be forwarded to Judy Weyrens. B. Terry Thene: The Council has approved some equipment updates. One improvement is on the vehicle used to water flowers, allowing more water to be hauled and safer operation. Electric heat has been installed in the hallways at the Millstream Shelter to prevent pipes from freezing if doors are left open during use. Warranty work will be done to repair some settling cracks in the east hall at the shelter. Terry reported that the dog park has gotten good use. The Staff was able to salvage the drinking fountain from demolition of the old shelter. This will be a substantial savings when providing water for the dog park (Phase 2). The Staff is looking at moving the volleyball court to the location of the old building. 6. Old Business: A. Setting Meeting Dates and Locations for 2018: Feb. 26-St. Joseph Government Center March 21-Public Input Meeting for East Park-6:30, St. Joseph Government Center March 26-Wobegon Shelter April 23-Centennial Park th May 14-Cloverdale Park June 25-Nothland Park rd July 23-Klinefelter Park th August 27-Millstream Park th September 24-Hollow Park nd October 22-St. Joseph Government Center th November 26-St. Joseph Government Center December-no meeting B. Update on Community Ed Summer Rec Program No update at this time. C. Other Old Business None 7. New Business: A. Moving Forward on East Park: 1. Review of existing Site Plan for East Park: The Board reviewed the original Master Plan for East Park. An aerial view of the Park without designated improvements was thought to be a better presentation for the Public Input Meeting. 2. Consider a Date for Public Input: After considering the February and March calendar with scheduled meeting dates, it was decided st that March 21 would be the date for the Public Input Meeting. Notification could be included in the March Utility Bill, as well as The Newsleader. Features might be suggested by the Board and may include a parking lot, canoe launch area and trails. The Board considered forming a subcommittee to work on the East Park planning process (** additional note: It was decided that a subcommittee isn’t necessary. A representative from SEH will be present at our regular February Meeting to get our input. The Newsleader will be st invited to attend to encourage interest in the March 21 Public Input Meeting. Additional planning meetings may be necessary**). 3. Review SEH agreement The Board reviewed the SEH agreement, including costs involved. 4. Discuss renaming process: The renaming process could be brought up at the Public Input Meeting. B. Priorities for 2018: Priorities include: 1. East Park 2. Playground equipment for Millstream 3. Phase 2 of dog park (water facilities) 4. Pickle Ball, Ga Ga ball 5. Move volleyball court C. Other New Business: Playground Equipment at Millstream: Our budget for this is $40, 000 and we need to see what is available considering an age group of pre-school to approximately age 10.We need to have at least 2 quotes comparing like equipment. Ordering early would give us a discount. Terry will send us links for several companies. The Board should review these before discussing it at our February Meeting. 8. Adjournment: 7:00
