HomeMy WebLinkAbout[04a] January 22nd Minutes January 22, 2018 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Monday, January 22, 2018 at 5:00 PM at the St. Joseph Government Center. Members Present: Mayor Rick Schultz, Councilors Dale Wick, Troy Goracke, Matt Killam, Bob Loso Administrator Judy Weyrens. Others Present: Floyd Osendorf, Steven Lex, Manual Campos City Representatives Present: City Attorney Tom Jovanovich, Community Development Director Therese Haffner. Mayor Schultz opened the meeting and stated the purpose of the meeting is discuss the request of St. Joseph Township to consider establishing a subcommittee to discuss alternatives to the annexation of the Orderly Annexation Area (OAA) as defined in the 1997 Agreement. The Council discussed the following:  Fragmented City boundaries – areas benefitting from city services without contributing to the same.  Cumbersome Zoning Regulations – Residents needing land use applications have to approach multiple offices.  Land Use Controls – since Stearns County has ceased being the Zoning Administrator, the City is performing the work, taking on the liability. Enforcement of land use is still ambiguous.  Annexation would provide the City with the ability to manage growth so as not to create hurdles for utility expansion and/or planning.  Exercising the rights of the 1997 Agreement as it was contemplated that the property in the OAA would be annexed at the end of the 20 year period. Floyd Osendorf requested the Council reconsider the decision to annex all the property in the OAA. He stated that it was obvious from the meeting on January 17 that the residents do not what to be annexed. He questioned the goal of the City. By consensus the Council agreed to appoint Wick, Loso, Weyrens, and the City Attorney to meet with representatives of St. Joseph Township. The Council also agreed to continue with the scheduled public input sessions for January 25 and February 15, 2018. Adjourn: Schultz adjourned the meeting at 5:50 PM.
