Members Present: Mayor Richard Carlbom, Councilors AI Rassier, Dale Wick, Ross Rieke, Renee Symanietz, City Administrator Judy Weyrens City Representatives Present: City Engineers Tracy Ekola, Joe Bettendorf, Public Works Director Dick Taufen Others Present: Tom Warloski, Herman Gangl, Tom Gustafson Approve Aqenda: Rassier made a motion to approve the agenda with the following changes: Add 5b Other Matters Add 7 Council Reports Move 8 Administrator Reports Add 8a Data Show The motion was seconded by Symanietz and passed unanimously. Consent Aoenda: Wick made a motion to approve the consent agenda as follows: a. Bills Payable - Approve check numbers 36195-36248 b. Minutes - Approve the minutes of August 9, 2005 c. Ordinance Amendment - Authorize the Mayor and Administrator to execute the "In Lieu" of Ordinance for the Hill Street Project and allow the same to be published. I The motion was seconded by Rassier and passed unanimously. Public Comments: No one present wished to speak. CITY ENGINEER REPORTS Water Filtration Update: Tom Warloski, SEH, presented the Council with an update for the Water Filtration Plant. He stated that the plant will have a capacity of 1,400 GPM or 2MGD. There will be 3 wells, each having a capacity of 700GPM. Two wells will run at all times and the third will either be used as a spare or in a rotation. Warloski attempted to briefly explain the process of the Filtration Plant. The water will first come in through the wells and then into a detention tank. The water will be treated with a small amount of Chlorine to help oxidize the iron in the water. Then, gravity will help the water flow into 1 of 4 gravity filters, which can handle up to 3 gallons/square foot. From there, he stated that the water would empty into a clear well. Any water that is backwashed will be filtered back through to the detention tank. There will be a plate settler that will help reduce the amount of sludge. All water that goes through the filtration plant will be chlorinated. Another chemical will also be used to oxidize the manganese in the water. There have been several changes throughout the design process for the plant. As a result, he gave a brief description of what the building will consist of at each level. 1St Level: . . . . I . . . 2nd level: Clear well with a backwash basin Pump room area between the well and the backwash basin Chemical rooms on the south end of the building Meter room for testing and maintenance Garage Generator for backup power Restrooms/locker rooms for both men and women September 15, 2005 Page 2 of 4 · Above the clear well, 4 filters · Mechanical room · Electrical room · Control room · Lab area · Office area · Small public area consisting of a meeting room and restrooms · Detention basin I 3rd level: · Main access to filters · Walkways/doors between each filter · Plate settler · Access to detention basin Carlbom had a few questions for Warloski: 1. Carlbom questioned whether or not the parking lot changed. Warloski stated that the main parking lot was extended to cover the width of the generator and the parking was also extended for extra storage, as requested by the Public Works Director. 2. With the additional storage in the back, Carlbom was concerned if that area would be screened to comply with the City's outdoor storage Ordinance. Warloski explained that the trees that will be planted around the building should block the view to the back of the plant. They have looked at a chain link fence or possibly a more decorative fencing. Warloski stated that the budget numbers are not changing. Previously, the Council asked whether or not I increased fuel prices would drive the costs up. Warloski stated that he talked with several contractors and they all agreed that the fuel prices should not affect costs. Ekola stated that the only concern would be the availability of materials. Warloski stated that yesterday they met with Dick Taufen and Mike Sworski to receive any final comments on the design of the plant. The schedule for the remainder of the project is as follows: Final September 15, 2005 Get approval for the advertisement of bids Bidding September 23, 2005 September 23-0ctober 25, 2005 October 25, 2005 November 3, 2005 Advertisement of bids in the Construction Bulletin Document Distribution Bid Opening Evaluation and Recommendation Construction November 4-23, 2005 November 23, 2005-July 30, 2007 March 30-April 30, 2007 Contract Execution Construction Start-up and Operator Training At the end of the presentation, Rassier questioned where the sludge from the plate settler goes. Warloski explained that it goes into a sludge basin and that is then emptied approximately every 3 months into the Sanitary Sewer. Symanietz made a motion to approve the Advertisement of Bids for the Filtration Plant. The motion was seconded by Rieke and passed unanimously. The motion was seconded by Rieke and passed unanimously. 2006 Street Improvement Proiect: Ekola stated that since the last Council meeting she had an opportunity to meet with the Public Works Director to review the proposed improvement. During the review several changes were needed. Therefore a revised feasibility report has been prepared and will be distributed before the public hearing. When questioned about the changes, Ekola stated that the unit prices have been updated and the change is based on current charges. The prices have also been modified to compensate for additional gas prices. Ekola assured the Council that the notices mailed to the residents included the revised information. MAYOR REPORTS Meetinq with off-campus students: Carlbom stated that a meeting was held with the off-campus students, Weyrens, Rassier, Chief Jansky, and himself. The purpose of the meeting was to layout the expectations for the students in the community. Carlbom also stated that he has received some complaints from residents about the signs in the flower boxes along Minnesota Street being broken. He stated that he has talked to the Colleges and they are working on some solutions. COUNCIL REPORTS SYMAN I ETZ Bridqe Proiect: Symanietz congratulated Sauk Rapids as they recently kicked off their bridge project. WICK Librarv: Wick reported that he attended the St. Cloud Public Library Committee meeting. The Library project will begin fairly soon and anticipate opening in May 2008. The committee consists of 12 members with the Chair being from the St. Cloud Public Library. Wick stated that they meet on the 2nd Wednesday of each month. He also reported that when the new library is completed the existing library will close and become part of the Civic Center. RASSIER - No Report RIEKE EDA: Rieke mentioned that the EDA will meet on Wednesday, September 21, 2005. ADMINISTRATOR REPORTS Data Show: Weyrens reported that Tom Nahan of the Cable Commission would like to purchase Data Show equipment. Data Show equipment would allow presentations to be submitted electronically with a direct feed to the access channel. A direct feed would provide the home viewers a clear image and if all persons presenting information used the equipment the viewers could see the same information. Complete Electronics has submitted a quote for $9,413.31, which would include a new screen as well as a projector. Complete Electronics works with a number of Municipalities purchasing and installing cable access equipment. The PEG Access fee was established to purchase the above mentioned equipment and sufficient funds are available. The quote submitted by Complete Electronics does not include a lap top computer, which would also be required for power point presentations. Weyrens stated that the computer could also serve as a backup computer in the event an office computer fails. The estimated cost of the laptop is $ 2,500. Carlbom questioned whether or not the equipment could be relocated if need be to which Weyrens stated that it could. September 15, 2005 Page 4 of 4 Nahan approached the Councilors to discuss why he would like the new Data Show. The new screen would make it easier for everybody in the room to see the information. This would also link directly into the cable booth. The current system is 15 years old and needs to be replaced. Rassier made a motion to accept the quote of Complete Electronics for the purchase of data show equipment in the amount of $ 9,413.31 and approve the purchase of a lap top computer not to exceed $ 2,500.00.
