HomeMy WebLinkAbout2005 [10] Oct 03 I I I October 3, 2005 Page 1 of 1 Pursuant to due call and notice thereof, the City Council met in Joint session with the Planning Commission on Monday, October 03, 2005 at 7:30 PM in the St. Joseph City Hall. City Council Members Present: Mayor Richard Carlbom. Councilors AI Rassier, Dale Wick, Renne Symanietz. Administrator Judy Weyrens. Planninq Commissioners Present: Chair Gary Utsch. Commissioners S. Kathleen Kalinwoski, Michael Deutz, Bob Loso, Marge Lesnick, Jim Graeve. Planning Commission Chair Utsch stated that the purpose of the meeting is to discuss a proposed Commercial Recreation Zoning District and PUD Overlay Regulations. The purpose of the Commercial Recreation (CR) District is to provide for regional entertainment activities to include uses such as a sports complex. Commissioners questioned the intent of utilizing the PUD process for development in a CR District. Weyrens stated that the City has the ability to manage the development if a PUD is utilized. For example, if a stadium is constructed, the hours of operation and types of events that would be allowed can be managed through a PUD Agreement. Discussion of the CR District included: ~ Review the permitted uses, combining sports related uses ~ Review minimum lot size - discussion questioned whether 20 acres was excessive for the proposed uses identified. ~ Parking provisions should be included in the Zoning District. Minimally the Ordinance should reference the parking requirements. ~ Consider reducing the maximum allowed height. ~ Exempt signs - Signs identifying parking areas could contain a corporate logo, but not advertise a specific product. ~ Review the maximum impervious surface coverage ~ Freestanding sign - the table relating speed to maximum sign dimensions does not include requirements for a 60 mph speed, which is located adjacent to the proposed CR District. ~ Clarify how freestanding signs and electronic message signs interface. The proposed Ordinance would allow for two pylon signs, one free standing and one electronic message sign. ~ Considering requiring exterior requirements for developments that abut a residential zoning district. The Council and Planning Commission also discussed a proposed PUD Overlay District. Weyrens stated that currently the City utilizes PUD for residential development if the development is greater than 20 acres. The proposed Ordinance would expand the utilization of PUD and allow all zoning districts to use a PUD overlay. In reviewing the proposed Ordinance, those present requested the section identifying minimum acres be reviewed and the Commercial Recreation District should be added to the same provision. Weyrens stated that the Ordinance will be revised and re-submitted to the Planning Commission for review and comment. Adiourn: The meeting was adjourned by consensus at 8:45 PM. c~:{&~
