Pursuant to due call and notice thereof, the City of St. Joseph and St. Joseph Township met in Joint
session on Wednesday, January 17, 2018 at 7:00 PM at the St. Joseph Government Center,
Members Present: Chair Rick Schultz. Members Bob Loso, Steve Olson, Mark Thompson, Ralph Eiynck,
Michael Koltes. City Administrator Judy Weyrens.
Others Present: City Attorney Tom Jovanovich, Township Attorney Mike Couri, Dan Rassier, Sam Deleo,
Rich Retka, Dave Tenrvey, Ann Terwey, Joanie Raab, Margaret&Glen Rey, Grant Grzybowski, Ray&

Preliminary/Final Plat. Minor Subdivision. Floyd Osttendorf: Weyrens stated that the City, acting as
Zoning Administrator for the Joint Planning Board, received an application from Floyd Ostendorf for
approval of a minor subdivision. He owns a tract of property containing 19.83 acres adjacent to 91�Ave.
Sam De{o spoke on behalf of the property owner and stated that Ostendorf is requesting the minor
subdivision to create a one lot plat on which the existing home and shed would be located. Based on the
Stearns County Zoning Ordinance, subdivisions that do not increase the density of the residential
buildings are allowed. The property owner has agreed to, and is required by Ordinance, to record a
declaration of restricting, prohibiting development of the residual party. If the property is to be developed
it must be platted and meet alf app�icable zoning regulations.
Schultz made a motion authorizing the JPB Chair and Secretary to execute Resolution 2018-001
approving the preliminary and final plat entitled Forest Manor Addition Plat 2 with the following
conditions:
1. An ingress/egress easement must be recorded prior to, or at the time of r recording the
final plat.
2. A deed for the residual parcel is required and must be recorded at the time of final plat
recording.
3. A Declaration of Restriction shall be recorded and included with the deed restricting
development on the residual parcel.
The motion as seconded by Loso and passed unanimously.
Adjourn: Loso made a motion to adjourn at 7:05 PM;seconded by Thompson and passed
unanimously.
