Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular
session on Monday, November 13, 2017 at 6:00 PM in the St. Joseph City Hall opening with the Pledge
of Allegiance.
Plannina Commission Members Present: Chair Gina Dullinger, Commissioners, Steve Olson,Tray
Goracke, Daryl Schaefer, Community Development Director Therese Haffner
Members Absent: Chad Hausmann, Matt Johnson
Others Present: City Administrator Judy Weyrens, Chuck Brandes
Approval of the Aqenda: Olson made a motion to approve the agenda.The motion was seconded by
Goracke and passed unanimously by those present.
Aparoval of the Minutes: Goracke made a motion to approve the minutes of October 9,2017 and
October 30,2017.The motion was seconded by Dullinger and passed unanimously by those
present.
Public Hearina, CUP ReQuest-1016 13th Avenue NE: Haffner presented the conditional use permit(CUP)
request by property owner Lauren Manelli to allow a non-owner occupied residential rental in an existing
twin home.The home located in the Northland Heights subdivision is in an R-2 two family residential
district and a non-owner occupied rental is allowed as a conditional use permit provided the housing is for
one family. The property owner has been renting the home to a family and was made aware of the
requirement to obtain a conditional use permit. There have been no reports of nuisances on the property.
Dullinger opened the public hearing.
Haffner stated she had received two phone calls from residents who were unable to attend the meeting.
Jennifer Schmitz, 1328 Jasmine LN, St.Joseph stated she was not in favor of the rental and doesn't want
to see this as a trend in the neighborhood. Joyce Schlangen, 1029 13th Avenue NE, St. Joseph stated she
and her husband Kevin Schlangen were opposed to a rental as this opens up a whole can of worms.
Chuck Brandes, 3119 Blackheath Drive, St. Cloud MN:Brandes shared that property owner Lauren
Manelli is his daughter and that she has had the home for sale a few different times. Lauren has been
renting to a family who had a baby. Brandes stated he works for Lumber One who own a number of lots
in the neighborhood so they have a vested interest in maintaining the neighborhood.
As no one else present wished to speak, Dullinger closed the public hearing.
Olson moved to approve the findings of fact and request for a CUP to allow for a non-owner
occupied rental at 101613th Avenue NE. The motion was seconded by Goracke and passed
unanimously by those present.
Residential Rentals Discussion: Haffner provided an overview of the history of renta{s and how each
zoning district currently governs.Weyrens discussed the background on the R4 Townhouse/Patio Home
Residential District and rentals which took a couple of years to complete. Olson stated residents don't
know if rentals are allowed within their neighborhood when they move in. Olson acknowledged a need for
rentals while at the same time protecting yourself from rentals. Dullinger questioned the current process
and stated it seemed like it has been on nearly every agenda for the last several years. There was
discussion on the College of St. Benedict on-campus housing requirements. Dullinger questioned the
definition of a family. Schaefer questioned how housing for 55 years or older would be a problem.
Schaefer suggested looking into Airbnb's too. Dullinger commented that the owners and managers of a
property can be the issue. Weyrens shared that the City inspects every unit annualfy. Schaefer
questioned how fees compared to other area cities.Weyrens responded that rental fees for 2018 were

proposed to change as a cost per unit to be equitable but the City hasn't looked at the other area cities
since 2008. Haffner suggested next steps as follows:
• Review number and type of registered rentals.
• Review types of violations.
• Review how other communities regulate rentals.
• Consider options—No change to ordinance or amend ordinance.
By consensus the suggested next steps were approved with the addition to review vacancy statistics.
Council Liaison Reqort: Goracke reported on the following:
• Bids were opened for rehabilitation of water treatment plant No. 1.
. There is a proposed Stearns County ordinance amendment to allow manufacturing.Weyrens
reported the proposed amendment would allow limited manufacturing in Agriculture Districts.
• The City Council reviewed legislative priorities for 2018. The City has three bonding requests for
consideration: The Jacob Wetterling Recreation Center, CR 75 Pedestrian Crossing and East
Park Development.
• The City Council amended the fees for parking tickets.
Adiourn: Dullinger moved to adjou�n the meeting at 6:50 PM.The motion was seconded by
Goracke and passed unanimously by those present.
