BACKGROUND INFORMATION:
St. Joseph Parish, July 3, 2016 Outdoor Concert: The St. Joseph Parish is again planning on the outdoor

concert held in conjunction with the 4 of July. The event will be the same as in the past with the
concert beginning at 6:00 PM and ending at midnight. Part of the site plan is to close College Avenue
from Minnesota Street to East Baker. Property detour signs will be displayed. The packet of information
includes an application to the County for street closure. The City must act on this as well. The Police
Chief is working with the Parish and committee members to assure that adequate staff and training is
included. The Parish will be responsible for paying the additional public safety cost.

July 4, 2016 Parish Festival: Like previous years the St. Joseph Lions are planning the 4 of July Parade
which will run down Minnesota Street. College Avenue between Minnesota Street and Baker Street will
be closed between 10:00 AM and 6:00 PM and they are also proposing to close Minnesota Street
st
between 1 Avenue NE and College Avenue.

The La, LLC – September 8, 2018: The owners of The La have requested on outdoor event for their 60
Anniversary. The event is scheduled for September 8, 2018 between 7:00 PM and 11:00 PM. The event
will be managed with fencing and additional law enforcement which will be paid by The La.
BUDGET/FISCAL IMPACT: Overtime, some of which will be reimbursed by the Parish

REQUESTED COUNCIL ACTION: Authorizing the Mayor and Administrator to execute the Temporary
outdoor Liquor License for St. Joseph’s Parish for an event to be held on July 3, 2017 between 6:00 PM
and Midnight and to approve the temporary road closures for July 3 and July 4, 2017; and to approve
the Outdoor event for The La LLC on September 8, 2018.

Outdoor Special Event
Administrator The St. Joseph City Council shall conduct a public hearing on Monday, March 19, 2018 at
6:00 PM at the St. Joseph City Hall. The purpose of the hearing is to consider the issuance of
Judy Weyrens an outdoor special event on July 3, 2018 for the Church of St. Joseph. All persons wishing to
be heard will be heard and oral testimony will be limited to five minutes. Written testimony can
be mailed to the City Administrator, 75 Callaway St E, St. Joseph, MN 56374.

Re: Parish Festival July 3,2018 Concert
The Saint Joseph Parish will again sponsor a free outdoor concert for the community on the evening of July 3 as
part of our annual parish festival.The concert will be held in the parish's east parking lot. College Avenue will
be closed between the east parking lot and the church and school grounds. The concert will start at 6:00 pm and
end at 12:00 midnight. A fireworks display will take place during one of the intermissions and be visible from
the festival grounds. Along with the concert,the parish will offer for sale food and beverage concessions,bingo
and games for those who attend. The parish will obtain the necessary liquor license,gambling and other
permits,and insurance requirements for the event.
We realize that an outdoor concert will have an impact on the local residents, especially those who live in close
proximity to where the concert is held. To minimize any disruption of local resident's daily routine caused by
the noise generated during the concert,the parish plans to do the following:
1. Position the stage and sound amplification equipment on the east side of the church's parking lot so the
music is directed toward the church and church grounds.
2. Advise all residents living adjacent to the church parking lot of the concert,the time of the concert(6:00
pm to midnight),and that alternative lodging arrangements will be provided them if they choose not to
attend the concert. Residents will be offered a room at a local motel at the parish's expense.
The parish is working closely with the Chief of Police regarding security for the concert. The concert and
festival grounds will be fenced and security officers will be at all entrances as well as patrolling the grounds.For
any concerns during the concert,I will be the parish contact person. My cell phone number is 291-7097 and this
number will also be given to Chief Klein.
On behalf of the concert committee and the entire parish of Saint Joseph,I want to thank you for your help and
support as we celebrate with the community during our parish festival.

1. That a specific time and date is set for the road closure and such use shall not

available. Coordination with local police and the Stearns County Sheriff is
required. �
4. That the detour route is marked with standard traffic control signs so as to leave
