St. Joseph’s Performance Measures Results

PREVIOUS COUNCIL ACTION: Council adopted resolution 2011-014 declaring 10 performance
measurements as developed by the State’s Council on Local Results and Innovation. The Council
declared the 2018 survey questions in January 2018.
BACKGROUND INFORMATION: The 2010 State Legislature passed Statute §6.91 allowing cities
to participate in a standard measures program to provide communication to its citizens on annual basis.
The Legislature directed the State Auditor to establish a committee to identify ten (10) standard
measurements as the minimum measurements each city should adopt. A copy of the committee’s
report can be found on the State Auditor’s website.
The City declared the minimum ten (10) performance benchmarks listed in the report prior in 2011 for
the City to be eligible for a per capita reimbursement of $0.14 per capita annually. For 2018, the survey
was conducted and results received prior to July 1, 2018 to be eligible for the 2018 per capita
reimbursement.
The results of the March 2018 survey are enclosed and are available on the City’s website. The survey
includes comments from 10 respondents. Only city residents were allowed to respond and duplicate
responses were not allowed. The State Auditor’s office requires a 2018 resolution to accept the results
prior to July 1, 2018.
BUDGET/FISCAL IMPACT: Appx. $950 reimbursement, no payable 2019 levy limits

2018-014 accepting St. Joseph’s performance measures results and report results to the State Auditor.

8. How would you rate the dependability and overall quality of city sanitary sewer services?
9. How would you rate the dependability and overall quality of the city water supply?
10. How would you rate the overall quality of city recreational programs and facilities?
11. How would you rate the overall quality of services provided by the city?
12. How would you rate the fiscal management and health of the city?

Accepting St. Joseph’s
Performance Measures Survey Results
Whereas, pursuant to Minnesota Statute 6.91 the St. Joseph City Council has adopted performance and
output measures recommended by the State of Minnesota’s Council on Local Results and Innovation and
desires to continue with recommended performance measure guidelines and practices.
Now therefore be it resolved, the St. Joseph City Council adopted the following performance
measures initiatives:
1. That the City has adopted and implemented the minimum 10 performance measures developed
by the Council on Local Results and Innovation.
2. That the City has implemented a local performance measurement system as developed by the
Council on Local Results and Innovation.
3. That the City will report the results of the 10 adopted measures to its residents before the end of
2018 on the City’s Website.
4. That the City has surveyed its residents on the services included in the performance
benchmarks and intends to periodically (at least biennially) repeat the survey of its residents
to gauge changes in the performance benchmarks.
5. That the City accepting the results of the performance measures survey conducted in 2018.

The following comments were received from survey respondents.
Police/Fire/Ambulance Services Comments:
It would be beneficial to have medical services housed with the government center. It puts
residents in a better position for faster response that could be the difference between life or
death.
I want to be a police officer.
I’ve lived here for nearly two years in the Northland community north of Hwy 75 and I’ve never
seen a police officer even drive through the neighborhood. People blow through stop signs over
here like crazy!! It’d be great to patrol Over Here Too. I’m sure the college is priority- but I pay
taxes too. Please just make a presence over here once and a while. I have three little kids and
I’m outside with them a lot. I’d love for them to feel more confident seeing squad cars around
and getting to know the officers some.
Parks and Recreation Comments:
The leadership seems to be all about what they want, not what the people feel should be a
priority. Six years ago when we moved here, the people wanted a community center, instead
we got a govt. center. Now we also have a redone Wobegon trail shelter and you want to put a
tunnel under the highway. Which one of these would more of the residents use?
I look forward to the Rec Center opening soon too.
Other City Services Comments:
Use the empty bulletin board in government center as a place to announce upcoming events
and city meetings. It is simply strange it has never been used!
The city wastes too much money on studies and proposals that never come to fruition because
the residents don’t want them (i.e. the water park, earlier govt. center ideas, etc.). The process
is backwards.
It would be nice to see an email of city Council meetings, events, etc. the website doesn’t seem
to give a lot of information.
Leave the township alone.
I also get quite sick of the hyper liberal newspaper columns in the editor section. Can we make
them even a little more moderate perhaps? Rhetoric is sickening no matter what side – but
every time I see an editor’s column it’s the same. (Hillary is an innocent queen and Trump is an
idiot). The high school kid from Sauk Rapids High School does a decent job.
Otherwise I’m happy with the town as a whole.

I think it’s a shame that the money you spent on the camera system to watch city meetings
hardly ever work. Like the last big meeting with trying to “be a welcoming city” it was black the
whole time. Frustrating for those of us who can’t make it to them.
EXTREMELY POOR fiscal management!!! All I see is spend, spend, spend. It appears that city
managers are creating a monument to themselves!!!
