addition to identifying the best practices for managing storm water, the City is required to solicit public
input on same.
Public Works Director Terry Thene added that staff maintains the storm water catch basins and ponds,
keeping the growth proper and eliminating litter. He further stated that construction sites are monitored to
assure that material and debris is not leaving the site. One of the major components of the Stormwater
Permit is to identify public outreach and educational opportunities. St. Joseph, as well as the area cities,
participate in CMWEA, which is a regional approach to educating the public on the importance of
protecting the waterways. Considerable time is dedicated to outreach.
The Council suggested that in the future, the draft report should be made available to the public so that
they would have an opportunity to comment on the permit renewal. Weyrens stated that the final report
will be placed on the City website.
Committee Updates, Park Board: Schultz reported the Park Board held an open house on the East Park
Development. Feedback received included utilizing the river for canoeing and keeping the park a nature
park.
Administrator Reports: None
Mayor Reports: Schultz reported the APO has had ongoing discussions on restructuring. At this point the
Joint Powers Agreement has been revised and would not allow the full board to have voting rights. There
are still areas that need to be worked out. Schultz will send the council the proposal.
