BOARD/COMMISSION/COMMITTEE RECOMMENDATION: Adopt the Findings of Facts
and Approve Rezone to LI Light Industrial District.
PREVIOUS COUNCIL ACTION: In 2007, the City Council approved the preliminary plat and
rezoning of Parkway Business Center. The Parkway Business Center plat encompassed 54 acres with 22
lots, which was the first phase of a 280 acre development project on the property known as the Feld/Prom
Farm. The development project area was zoned Agriculture at the time of annexation since larger parcels
upon annexation automatically receive an agriculture zoning designation and are rezoned accordingly
upon development. The northern portion of the Parkway Business Center plat was rezoned from
Agriculture to B-3, while the majority was rezoned from Agriculture to Light Industrial. The property to
the east was planned for future industrial/general business but remained Agriculture and would be
rezoned when ready for development.
BACKGROUND INFORMATION: The City of St. Joseph has initiated the rezoning of certain
properties located northeast of the existing industrial park area and east of CR 133 in Sections 01, 02, 11,
12, Township 124, Range 029, St. Joseph, MN from B-3 General Business and Agriculture District to LI-
Light Industrial District. The intent of the Light Industrial District is to provide space for industrial
activities involving a minimum degree of refuse byproducts and air or noise pollution, a relatively low
level of on premise processing, and may include secondary commercial functions. Permitted uses include
a variety of manufacturing, warehousing, distribution, assembly, and biotechnology. The purpose of the
proposed rezoning is to accommodate the development of future industrial district uses. Expanding
opportunities for industrial development is a priority of the City, including the City’s Economic
Development Authority (EDA). The EDA has identified the subject area as a priority area for economic
development for a future industrial park. The City Council approved the submittal of a Business
Development Public Infrastructure (BDPI) grant application to the MN Department of Employment and
Economic Development (DEED) after a recommendation from the EDA to assist with the cost of city
infrastructure (city streets and utilities). The City’s grant application is currently under review by DEED.
DEED funds projects that support the creation of jobs with livable wages in manufacturing, technology,
biomedical, etc. which includes the City’s Light Industrial District.
The property to the south and east of the subject rezoning parcels are zoned Light Industrial, along with
industrial zoned properties currently located in St. Joseph Township, including St. Joseph Industrial Park
East, Astech Corporation, Amcon Concrete Products, and Borgert Concrete Products. The future North
Corridor abuts the subject property providing a buffer to the properties to the north. This east/west
connection from CR 133 extending east will futuristically connect into St. Cloud.
The Comprehensive Plan addresses land use and economic development and includes the following goal,
objective, policy and strategies related to supporting the approval of the rezoning.
Chapter 4, Land Use
Goal: Favorable Choice of Housing Options and Employment Opportunities
Objective: Support activities that support and promote local employment opportunities.
Policy Recommendations:
2. The city should consider investment in the development of ‘shovel ready’ industrial
and commercial site which are platted and improved.
Chapter 10, Economic Development Plan
A. Core Initiatives
3. Promote industrial developments that maximize the return on city investments in public
facilities and services; expand the tax base, provide quality employment opportunities and
complement existing services.
B. Strategies for Development and Redevelopment
Industrial Development:
1. Retain and attract industrial development which enhances the tax base, provides quality job
opportunities, and is energy efficient.
3. The EDA should continue to work with property owners to develop future industrial areas
adjacent to current industrial zoned land, to assure an adequate supply of industrial land is
available for development in the future.

RESOLUTION ADOPTING FINDINGS OF FACT RELATED TO A REZONING REQUEST
FROM B-3 GENERAL BUSINESS AND AGRICULTURE TO LI-LIGHT INDUSTRIAL
DISTRICT
On May 14, 2018 the St. Joseph Planning Commission conducted a public hearing to consider the
rezoning of certain properties to allow for the development industrial district uses. The matter was duly
published and notice was provided to property owners within 350 feet of the above referenced property.
WHEREAS, on May 14, 2018 the St. Joseph Planning Commission reviewed the rezoning request and
recommended approval; and
WHEREAS, the City of St. Joseph initiated the rezoning on certain properties generally located east
County Road 133 and described as follows:
Sections 01, 02, 11, 12, Township 124, Range 029, St. Joseph, MN
“Subject Property”
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST.
JOSEPH, STEARNS COUNTY, STATE OF MINNESOTA, finds the following facts:
1. That the City of St. Joseph has a disproportionate amount of tax exempt property at over 35%.
2. That expanding opportunities for industrial development is a priority of the St. Joseph City Council and
St. Joseph Economic Development Authority.
3. That the St. Joseph City Council and St. Joseph Economic Development Authority have identified the
need to create shovel ready lots for industrial development to help diversify the tax base.
4. That the Comprehensive Plan identifies the Subject Property as an area of change.
5. That the proposed Light Industrial zoning designation is consistent with the Comprehensive Plan’s
goals and economic development plan as follows:

industrial zoned properties and uses currently located in St. Joseph Township, including St. Joseph
Industrial Park East, Astech Corporation, Amcon Concrete Products, and Borgert Concrete Products.
8. That the Light Industrial zoning designation is consistent with the surrounding industrial uses and
zoning; therefore, a Light Industrial District is compatible with the surrounding area and is the highest
and best use of the Subject Property.
9. That the future North Corridor abuts the Subject Property providing access and a buffer to the
properties to the north.

day of May, 2018.

RESOLUTION 2018-022
AN ORDINANCE ESTABLISHING THE REZONING OF PROPERTY TO LI LIGHT
INDUSTRIAL DISTRICT
The City Council of the City of St. Joseph hereby ordains:
That Ordinance 502.25, Zoning District Boundaries and General District Provisions is hereby is amended
establishing the rezoning of the certain properties east of CR 133 in Sections 01, 02, 11, 12, Township
124, Range 029, St. Joseph, MN and as depicted on Exhibit A from B-3 General Business and Agriculture
District to LI-Light Industrial District.
Subd. 2: Map. The boundaries of the use districts are delineated on the Official Zoning Map, which is
hereby adopted by reference and declared to be a part of this Ordinance.

RESOLUTION AUTHORIZING SUMMARY PUBLICATION
ZONING ORDINANCE 502.25
WHEREAS, On May 21, 2018, the City Council for the City of St. Joseph approved an
Ordinance establishing the rezoning of properties generally located to the east of County Road

133 and 19 Avenue NE as LI-Light Industrial District.
WHEREAS, a copy of the Ordinance is available at the City Offices, 75 Callaway Street
East or on the City website, www.cityofstjoseph.com.
THEREFORE, IT IS HEREBY RESOLVED:
1. The City Council has reviewed the proposed Summary Publication and finds
that the summary of the Ordinance clearly informs the public of the intent
and effect of the Ordinance.
2. The City of St. Joseph directs the City Administrator to publish the
Ordinance by Summary Publication.
