HomeMy WebLinkAbout2018 [02] Feb 26 St Joseph Park Board Minutes February 26, 2018 6:00 p.m. St. Joseph Government Center Members Present: John Anderson (Chairman), Marguerite Fogarty (Secretary), Terry Thene (Staff Liaison), Sharon Rennie, Alissa Rennie, Mayor Rick Schultz, Lori Bartlett 1. Call to Order: 6:00 p.m. 2. Approval of Minutes: Approved 3. Approval of Agenda: Approved 4. Treasurers Report: Lori reported that our current funds are $121,094.64 which includes $2,500 for the Dog Park and $50,000 for East Park. The budget was approved. 5. Liaison Reports: A. Mayor Rick Schultz: The mayor informed the Board that representatives from District 742 would be here on Monday, March 12 at 5:00 P.M. He would like a representation from the Park Board there. It was discussed that the Summer Rec. Program could be a topic at that time. B. Terry Thene: The warming house will be closed at the end of the month. The Dog Park continues to be used heavily. 6. Old Business: A. Update on Community Ed. Summer Rec. Program: th This discussion could be held at the March 12 meeting. B. Update on Playground Plan for Millstream: Information was sent to Park Board members with a potential plan for equipment. That particular plan would cost $40,000 with $9,000 added for installation. This price reflects a 30% discount for early orders. Our budget is $40,000. We will study other options. C. Other Old Business: None 7. New Business: A. Moving Forward on East Park: 1. Review of existing plan for East Park: Randy Sabart, Bob Kost (SEH) and Sara Sularz (landscape designer) attended the meeting. The Board reviewed the plan from the Master Plan made in 2008. Bob and Sara put together a “lean” plan to further our approach. Visuals were offered to show original plan ideas. The park is nearly 100 acres and designated a Regional Park. We would like Stearns County included in executing the eventual plan because of the use. Elements that might be included are canoe landing(s), with parking facilities and nature center. Further discussion included having a Parkway (road through) to access both ends of the park. Sports areas could be soccer or Lacrosse. Active recreation would be minimal because of currently available facilities. Trails would most likely be mowed, rather than paved because of the water issue. In all cases consideration has to be made for the water shed. Other ideas included a pavilion with picnic area and restroom facilities. Investigation of soils would be necessary before planting trees. SEH will develop an online survey for community to give input. This will follow the Public Input Meeting on March 21. 2.
