Trucking -Comp Plan Amendment -Rezoning DATE: June 2, 2003 AGENDA ITEM Scherer Trucking - Public Hearing, Comprehensive Plan Amendment/Rezoning Request PREVIOUS ACTION At the January Planning Commission meeting Scherer Trucking presented the Planning Commission with a request to conduct a public hearing to rezoning their property abutting MN Street from the current R3 to B2 Highway Business. The request was submitted to for the construction of an additional parking lot. Chuck Scherer presented the Commission with signatures of property owners within 350 feet of the proposed rezoning supporting the request for rezoning. During discussion the Planning Commission requested the Administrator contact the property owners abutting 12th Avenue SE to determine interest in rezoning the remaining property B2. RECOM1\1ENDED PLANNING COMMISSION ACTION COMMENTS/RECOMMENDATIONS Since the last meeting I have tried to contact both property owners. I did receive confirmation from Ron Molus that he would support the rezoning request. I did not have any contact with the other property owner. Their has been some question as to whether or not there is a limit as to the amount of blacktop that is . allowed. The zoning district for B2 only includes a site coverage which specifically relates to buildings not bituminous. If the provision would state lot coverage then bituminous would be included. If the Planning Commission recommends approval of the rezoning, the screened buffer should be part of the requirement. The Planning Commission may wish to consider screening on CR 75 and Minnesota Street. Jt.. SEH MEMORANDUM TO: Judy Weyrens, City Adiministrator FROM: Tracy Ekola, City Engineer DATE: March 10,2006 RE: Scherer Trucking SEH No. STJOE060l 14 The following are engineering review comments for Scherer Trucking (Plans and drainage calCulations dated 2/28/06): 1. Existing sheetflow to CSAH75 ROW is maintained as part ofthis plan. Steams County has approved this under the conditions provided in the attachment. 2. An infiltration trench is provided along the southern edge of the parking lot to meet City stormwater requirements per the Stormwater Management Plan. The infiltration trench is proposed to consist of an underground plastic chamber systems bedded in trench rock. Detailed construction drawings shall be submitted and approved by the City Engineer. Soil borings will be required to confirm infiltration capacity. 3. An NPDES permit is required for this site. Stormwater BMP's shall meet NPDES permit requirements. 4. Landscaping should not be shown in the infiltration trench area. Landscaping along the south property line should not interfere with overhead power line (i.e. consider shrubs or other landscaping that will provide compact and dense screening). 5. Utilities are to be installed/extended by the developer/owner to serve adjacent property (Scherer lot located north of the proposed parking lot) and are the responsibility of the developer/owner. 6. District Nine's boundaries include: . To the west Eighth Avenue NE; . To the north Elm Street to the Highway Business Corridor and then south to the railroad/Wobegon trail; . . To the east CSAH 134; and, . To the south Lynx Road to 1 ih AvenueSE to Minnesota Street East. Existinq. Uses/Features Existing land use within District Nine includes Highway Business, single-family residential and multiple- family residential. Several important roadway corridors including CSAH 75, 133, 134 and Minnesota Street East are located within this district. . Recommended future land uses within the district include: a. Highway business. b. Multiple family residential. > Implementation: City Council, Planning Commission and City Administrator. 2. The City should protect the integrity of CSAH 75 as a mobility corridor. > Implementation: City Engineer; Street Superintendent, Planning Commission, City Administrator and City Council. 3. As parcels currently zoned as single family directly adjacent to CSAH 75 come to the end of their useful life, replacement uses should be converted to highway business. > Implementation: Planning Commission, City Administrator and City Council. 4. The City should consider the adoption of more strict design standards for new, expanded or remodeled buildings in the highway business district as a means of promoting the image, preserving the character and protecting the value of the area. > Economic Development Authority, Planning Commission and City Council. 5. Strict enforcement of property maintenance codes is warranted.
