Background
20th Avenue in St. Joseph is a north/south route on the eastern side of the city and is classified in
the City's Comprehensive Plan as a community collector route (major collector). Current traffic
volumes along this corridor are below 5,000 vpd with 2030 volumes around 14,000 north of
Minnesota Street and 8,500 to the south. Both St. Cloud APO and MnDOT guidelines were
researched when the recommendations were being developed.
Roadway Classification
The current roadway classification is a major collector and it is recommended that the current
classification remain the same for current planning needs, the 2030 volumes also support this
determination. It is also important to prepare for the possibility that the alignment for the future
southwest beltway could possibly follow 20th Avenue, therefore changing the roadway
classification to a minor/major arterial.
Right-of-Way
It is recommended that the right-of-way obtained along the corridor be 120 feet. This allows for
full build out at any intersection that would need turn lanes in the future and also allows enough
right-of-way if the southwest beltway alignment is determined to use this corridor.
Access Management
As the corridor is developed it is recommended that driveway access be highly restricted, this in
part due to the fact that there are a lot of local roadway accesses and also due to the possibility of
the future southwest beltway.
On the attached exhibits, two options are shown to allow. for access along 20th A venue. The first
is to have driveway access to each parcel of land, as mentioned above this would not be
recommended. If driveway access is necessary it is recommended that access to the local
roadway system is not a possibility and also all possibilities of shared accesses should be looked
into.
The other option would be to allow for backage roads down both sides of the roadway, this allows
access for all parcels.

Typical Cross-Section
Future 2030 traffic volumes show that a 2-lane facility will be adequate to accommodate the
future traffic. It is recommended that, due to the close spacing of local roadway connections and
the fact that the right-of-way will be adequate, full turn lanes are provided at each full
intersection. With the recommended 120 feet of right-of-way, it is possible to build a 2-lane
roadway off centered in the right-of-way which would allow for a future 4-lane roadway with
minimal impacts. The typical cross-sections show this concept.

Work Plan
Task 1 - Data Assembly
Task 1.1 - Assemble Historical Traffic Counts
In this subtask, it will be determined which data is relevant to the project and assess the availability of the data.
If there is data that is needed and is not available through other agencies, it will then be collected.
Task 1.2 - Assemble land Use
All available land use plans that the City and St. Cloud APO have developed will be collected and used to
complete Task 1.3.
Task 1.3 - Assemble Base Mapping
This subtask will determine what type of mapping should be used so it coincides with what the city has already
developed. The base maps will be prepared and be utilized throughout the project for public involvement and
report exhibits.
Task 1.4 - Assemble Existing Area Plans
All available regional plans dealing with transportation will be collected and analyzed to ensure regional
continuity. The current corridor studies being completed in St. Joseph, North Corridor and Field Street, will
also be taken into account.
Task 1.5 - Acquire APO Model Inputs and Outputs
This subtask involves require working with the St. Cloud APO in retaining the Travel Demand Model inputs
and outputs for the area.
Task 2 - Roadway Sketch Planning
Task 2.1 - Develop Goals and Objectives for the Plan
This subtask will focus on developing goals and objectives for the plan in order to best serve the needs of St.
Joseph.
Task 2.2 - Review and Identify Constraints
This subtask will identify social and natural environment constraints within the project area. Each constraint
will then be assessed in order to determine which constraints will be able to be overcome by mitigation efforts
and which constraints should be avoided.
Task 2.3 - Develop Alignments
This subtask will include developing a network of road alignments that together serve the entire growth area of
St. Joseph.
Task 2.4 - Roadway Sizing
Using high level traffic forecasting estimates, we will provide guidance on typical cross sections required for
each of the proposed alignments.

Task 2.5 - Review and Evaluate
This subtask will involve reviewing and evaluating the individual alignments and how they work together as a
system for the overall master plan. Outcomes from the Field Street and North Corridor Studies will be taken
into consideration to make sure that there is consistency.
Task 2.6 - Select and Finalize Preferred Plan
The evaluation from Task 2.5 and public input will be used to select and refine the preferred plan.
Task 3 - Trail Sketch Planning
Task 3.1 - Develop Goals and Objectives for the Plan
Work with the City Council, Stakeholder group, and public to determine the goals and objectives of a city wide
trail plan.
Task 3.2 - Review and Identify Constraints
Built and natural environmental constraints will be identified. Each constraint will then be assessed to
determine which constraints will be able to be overcome by mitigation efforts and which should be avoided.
Task 3.3 - Develop Alignments
Proposed alignments will be developed in conjunction with the roadway system plan to ensure an integrated
multi-modal transportation plan.
Task 3.4 - Trail Sizing and Use
Use and typical sections for each trail type will be defined.
Task 3.5 - Review and Evaluate
Each alternative will be reviewed and evaluated against the goals and objectives.
Task 3.6 - Select and Finalize Preferred Plan
The evaluation from Task 3.5 and public input will be used to select and refine the preferred plan.
Task 4 - Public Involvement
Task 4.1- City Council Meetings
This subtask includes attending and preparing materials and exhibits for City Council meetings, in order to
keep the Council updated on the progress of the plan. One City Council meeting will be attended to provide
updates to the Council and obtain comments for incorporation into the plan.
Task 4.2 - Public Input and Stakeholder Meetings (3)
The content for each public and stakeholder group meeting is provided below. The content and results of these
meetings will be clearly communicated to the City Council. Input and comments on any issues will be
synthesized into the process and communicated back to the public.
. Public Input Meeting 1: This is a general meeting to discuss the study objectives, explain the
process, and introduce the study team. Issues, constraints and stakeholder needs will be listed and
discussed. We will also seek volunteers for the stakeholder group.
· Stakeholder Group Meeting 1: The purpose of this stakeholder group meeting is to assemble
property and business owners in the area in order to better understand and relay their viewpoints. This

meeting will discuss possible alternatives and the preliminary screening process. Selection of viable
alternatives will be made to carry forward into the evaluation phase.
· Public Input Meeting 2: We will present our evaluation of alternatives to the public at large at this
meeting. The draft report and findings will be presented. Comments and reactions will be collected
and used to refine the draft report.
Task 4.3 - Draft and Final Report Presentations
A presentation will be given to the City Council of the draft report and also of the Final Report which will
incorporate any comments received from the draft report presentation.
Task 5- Final Report
A comprehensive document will be prepared for this study. The report will synthesize technical reports and
results of meetings. The task will include the preparation of draft report and fmal report incorporating any
comments received from the draft report. The report will include a map showing the future alignments, which
could then be adopted as part of the City's Comprehensive Plan.
Task 5.1 - Draft Report
A draft report documenting the process used to determine and evaluate the proposed plan. The draft report will
be presented to the St. Joseph City Council.
Task 5.2 - Final Report
This subtask will involve addressing the comments received from the draft report and incorporating them into
a fmal report.
Task 6- Project Administration
This task includes preparation of progress reports.

You asked me to research what is required of the City of St. Joe in creating an official map and
to create an ordinance that would authorize the same. St. Joseph already has an ordinance that
governs the adoption of an official map, so my main task was to compare it to its counterpart in
the state statutes and decipher the method by which St. Joseph can adopt an 'official map under
the two laws.
OFFICIAL MAP ADOPTION PROCEDURE
The requirements for adopting and amending an official map, according to state law and city
ordinances are as follows:
1. The planning commission must adopt a "major thoroughfare plan" and a "community
facilities plan" as part of its comprehensive plan. (M.S.A. S 462.359 subd.2). The purpose of
official map is to carry out policies ofthese plans. (M.S.A. S 462.359 subd. 2).
2. The planning commission prepares the official map and makes recommendations to the
city council. (St. Joseph City Ordinance 25.06.1).
3. In adopting or amending the official map, city ordinances allow the map to:
. Include platted and unplatted portions of the city and adjoining territory, or
portions thereof. (St. Joseph City Ordinance 25.06.1).
. Indicate proposed future extension and widening of streets of the city. (St. Joseph
City Ordinance 25.06.1).
4. "The official map or maps shall be prepared in/sufficient detail to permit the
establishment of the future acquisition lines on the ground." (M.S.A. S 462.359 subd. 2).
. In unplatted areas, "minimum of a centerline survey shall have been made prior to the
preparation of the final draft of the official map." (M.S.A. S 462.359 subd. 2).
. Accuracy of future acquisition lines show on official map shall be attested to by a
licensed land surveyor. (M.S.A. S 462.359 subd. 2).
