Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular
session on Monday, February 12, 2018 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of
Allegiance.
Planninq Commission Members Present: Chair Gina Dullinger, Commissioners, Troy Goracke, Chad
Hausmann, Matt Johnson, Steve Olson, Daryl Schaefer, Mike Ross, Community Development Director
Therese Haffner
Members Absent: None
Others Present: City Administrator Judy Weyrens, Kevin Johnson, Chad Carlson
Aqqroval of the Aqenda: Olson made a motion to approve the agenda.The motion was seconded by
Hausmann and passed unanimously.
Aoproval of the Minutes: Dullinger made a motion to approve the minutes of January 8, 2018.The
motion was seconded by Johnson and passed unanimously.
Public Hearinp, Zonina Ordinance Amendment Reauest: Haffner stated the purpose of the hearing is to
consider a request to amend zoning Ordinance 502.09 Planned Unit Development. The request to amend
was submitted by Kevin and Julie Johnson. Currently the residential PUD lot size is 20 acres. The
applicants would like to develop the former Delwin Ballroom site which is 6.05 acres into a mixed
residential development to include townhomes, duplexes and patio homes. In addition to the request, staff
took the opportunity to review the entire PUD ordinance and found that updates were needed for clarity,
ordinance intent and purpose. Staff also reviewed area city's PUD ordinances and found that St. Cloud,
Sartell, and Sauk Rapids have no minimum size required for a PUD. Waite Park's minimum for a
residential PUD is 10 acres. Haffner added that the proposed amendments are consistent with the City of
St. Joseph Comprehensive Plan.
Dullinger opened the public hearing.
Chad Carlson, Lumber One: Carlson approached the Council on behalf of the owners of the property and
as the developer of the property. Carlson has been working with staff the development and believes the
PUD amendment is their best option. The development will encompass the entire 6.05 acres in phases
over time.
As no one else present wished to speak, Dullinger closed the public hearing.
Goracke suggested the amendment still have size regulations, such as a minimum of 6 acres for a
residential PUD. Goracke voiced concerns with having no minimum size.
Hausmann supports the proposed amendment, noting that the PUD process still allows staff discretion
and requires a public hearing. Language in the ordinance requires the PUD to be logical and consistent
with the Comprehensive Plan.
Dullinger agreed adding that the ordinance still holds the applicant accountable for complying with
standards of the underlying zoning district.
Hausmann made a motion to recommend the City Council approve the Amendments to Ordinance
502 Zoning Ordinance, Section 502.09.The motion was seconded by Johnson and passed
unanimously.
Council Liaison Report: Goracke reported on the following:
• A group came in representing Cultural Bridges requesting the Council adopt a resolution.
Councilmember Wick made a motion to recognize the efforts of the groups in making St. Joseph
a welcoming. The motion passed unanimously.

• Tammy Omdal with Northland Securities presented the sale of the Equipment Certificate in the
amount of$265,000 to Grand Marais State Bank carrying a 2.5% interest rate.
• Two Ordinance changes were approved. Ordinance 1007 Garbage and Refuse was amended to
include language regarding public nuisances and storage regulations for garbage and junk
vehicles.
• The fee schedule was amended to remove the sewer only charge from the fee schedule. The
charge will be a line charge of$24.00 per cycle.
• An update was provided regarding the Annexation. Administrator Weyrens had presented the
major concerns brought forward by township residents including tax rates and ordinance
regulation. Another public input session will be held on February 15, 2018.
Schaefer questioned the �rocess after the meeting on February 15th.Weyrens stated the sub-committee
will meet on February 20t . The Township and City will work on addressing the concerns brought forward
by township residents. Schaefer stated the common statement he has heard is that people do not
understand why the annexation is happening and that hopefully in the upcoming meetings that question
will be answered.
New Member: Members of the Planning Commission introduced themselves and welcomed the newly
appointed Planning Commission member Mike Ross.
Adiourn: Hausmann moved to adjourn the meeting at 6:23 PM.The motion was seconded by
Dullinger and passed unanimously.
