Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session
on Monday, February 26, 2018 at 7:30 AM at the St. Joseph Government Center.
Members Present: Mayor Rick Schultz. Councilors Dale Wick, Bob Loso, Troy Gorake. Administrator
Judy Weyrens
Others Present: Steve Gohmann.
City Representatives Present: Finance Director Lori Bartlett, Police Chief Joel Klein, Public Works
Director Terry Thene.
Public Comments: No one present wished to speak.
Aqprove Agenda: Wick made a motion to approve the agenda; seconded by Loso and passed
unanimously.
Consent Aqenda: Loso made a motion to approve the consent agenda as follows; seconded by
Schultz and passes unanimously.
a. Minutes—Approved the minutes of January 22, 2018 and February 5, 2018.
b. Bills Payable—Approved check numbers 053118-053176, Payroll EFT#001467-001472 and
accounts payable EFT#001818-001820.
c. Application for Payment No. 1 —Approved application for payment no. 1 for Water Treatment Plant
1 Rehabilitation and authorize payment to Rice Lake Construction Group in the amount of
$44,721.25.
d. Application for Payment No. 10—Approved application for payment no. 10 (FINAL)for the 2016
Field Street Improvements and authorize payment to Douglas-Kerr Underground, LLC in the
amount of$76,300.36.
e. Donations&Contributions—Acce�ted the donations and their purposes as presented.
f. Gambling Repot—Accepted the 4 h Quarter 2017 Gambling Report as presented.
Administrator Reports— Lobbv Services: Weyrens presented the Council with a proposal from
DeLaForest Consulting Services to provide lobbyist services to help with the City's bonding requests.
Weyrens stated that bonding bills are competitive and City's that are successful in receiving bonding
funds either have a staff member or elected official that spends considerable time at the capital lobbying
on their behalf. Schultz stated that he has been discussing lobbying services with Flaherty and Hood;
however, they cannot add additional projects at this time. Bradtey Peterson of Flaherty and Hood has
recommended DeLaForest Consulting.
Loso stated that he is uncertain as to what benefit the lobby services add and questioned the benefit.
Weyrens stated that they are at the Capital each day and they will meet with not only the legislators that
service St. Joseph, but others as well. Wick questioned if they will provide updates to the Council to
which Weyrens stated she will request such. Schultz made a motion to accept the proposal from
DeLaForest Consulting Services to provide lobby services to assist the City of St.Joseph in
securing State Bonding Funds for the three projects previously submitted. The cost for the
service will not exceed $ 10,000. The motion was seconded by Wick.
Ayes: Schultr,Wick, Goracke.
Nays: Loso Motion Carried 3:1:0
Administrator Reports—Annexation Update: Weyrens reported that the subcommittee regarding
annexation continues to meet to see if there are alternatives. St. Joseph Township has presented a
revised annexation illustrating parcels they would agree to allow for annexation. They would also like to
work on creating a new agreement. Loso stated nothing has been resolved as of this time and the
committee will be meeting again on Friday, March 2, 2018.
Adjourn: Schultz made a motion to adjourn at 7:40 AM; seconded by Wick and passed
unanimously by those present.
