HomeMy WebLinkAbout2018 [04] Apr 02 April 2, 2018 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, April 2, 2018 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz, Councilors Dale Wick, Troy Goracke, Matt Killam, Bob Loso Administrator Judy Weyrens. Others Present: Mike Knaak,Trevon Mattson, Brady Casselman, Cynthia Jasso, David Sweeter, Madison Honer Citv Representatives Present: City Engineer Randy Sabart, Public Works Director Terry Thene, Finance Director Lori Bartlett, Community Development Director Therese Haffner, Police Chief Joel Klein, City Attorney Tom Jovanovich. Public Comments: No one present wished to speak. Oath of Officers: Mayor Schultz administered the Oath of Office to reserve officers Trevon Mattson, Brady Casselman, Cynthia Jasso, David Sweeter and Madison Honer. A�prove Aqenda: Loso made a motion to approve the agenda with the removal of item 8a,TIF Assignment and addition of item 11. Closed Meeting—Pursuant to MN Statute 13.05D 3(b)to discuss attorney client-privilege.The motion was seconded by Killam and passed unanimously. Consent Aqenda: Wick made a motion to approve the consent agenda as follows; seconded by Goracke and passed unanimously. a. Minutes—Approved the minutes of March 19, 2018 and March 27, 2018. b. Bills Payable—Approved check numbers 053272-053311, Payroll EFT#001485-001490. c. Donations—Accepted the donations and their purposes as presented. d. Performance Measurement—Authorized the mayor and administrator to execute resolution 2018- 014 accepting St. Joseph's performance measures survey results. Citv Enctineer Reports, Storm Water Pollution Prevention Proqram: Sabart stated annually the City is required to submit a report to the MPCA MPCA highlighting the City's stormwater management activities. In addition to identifying the best practices for managing storm water, the City is required to solicit public input on same. Public Works Director Terry Thene added that staff maintains the storm water catch basins and ponds, keeping the growth proper and eliminating litter. He further stated that construction sites are monitored to assure that material and debris is not leaving the site. One of the major components of the Stormwater Permit is to identify public outreach and educational opportunities. St. Joseph, as well as the area cities, participate in CMWEA, which is a regional approach to educating the public on the importance of protecting the waterways. Considerable time is dedicated to outreach. The Council suggested that in the future, the draft report should be made available to the public so that they would have an opportunity to comment on the permit renewal. Weyrens stated that the final report will be placed on the City website. Committee Updates, Park Board: Schultz reported the Park Board held an open house on the East Park Development. Feedback received included utilizing the river for canoeing and keeping the park a nature park. Administrator Reports: None Mavor Reports: Schultz reported the APO has had ongoing discussions on restructuring. At this point the Joint Powers Agreement has been revised and would not allow the full board to have voting rights.There are still areas that need to be worked out. Schultz will send the council the proposal. April 2, 2018 Page 2 of 2 Wick made a motion for the Council to enter into a closed meeting at 6:16 PM, pursuant to MN Statute 73.05D 3(c) 18�3 to discuss a purchase agreement for the properties located at 25 College Ave N and 35 College Ave N.The motion was seconded by Goracke and passed unanimously. The following attended the closed meeting: Mayor Rick Schultz; Councilors Dale Wick, Bob Loso, Matt Killam and Troy Goracke; City Administrator Judy Weyrens; City Attorney Tom Jovanovich. Schultz reopened the current city council meeting at 6:54 PM and stated that no action will be taken by the Council as a result of the closed meeting. Loso made a motion for the Council to enter into a closed meeting at 6:54 PM pursuant to MN Statute 13.05D 3(b)to discuss attorney client-privilege regarding litigation on an assessment appeal by the College of St. Benediot for the 2016 Field Street tmprovements.The motion was seconded by Schultz and passed unanimously. The following attended the closed meeting: Mayor Rick Schultz; Councilors Dale Wick, Bob Loso, Matt Killam and Troy Goracke; City Administrator Judy Weyrens; City Attorney's Tom Jovanovich; City Engineer Randy Sabart. Schultz reopened the current city council meeting at 7:11 PM and stated that no action will be taken by the Council as a result of the closed meeting.
