HomeMy WebLinkAbout2017 [12] Dec 13 December 13, 2017 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Monday, Thursday December 13, 2017 at 5:00 PM at the St. Joseph Government Center. Members Present: Mayor Rick Schultz, Councilors Dale Wick,Bob Loso, Troy Goracke, Matt Killam. Administrator Judy Weyrens. Schultz made a motion to close the meeting pursuant to MN Statute 13D.03 to discuss labor strategy. The motion was seconded by Wick and passed unanimously by those present. Killam made a motion to open the closed session; seconded by Goracke and passed unanimously by those present. Land Use matters, Annexation: Weyrens presented the Council with the letter that will be forwarded to St. Joseph Township notifying them that it is the intent of the City to annex the property governed by the Orderly Annexation Agreement. The letter further identifies that the City Council will act on the matter at the first meeting in April 2018. When questioned about notifying the residents, Weyrens stated that two public information meetings will be conducted to listen to the concerns of the residents and discuss the impacts. The Department Heads have reviewed the annexation area to determine any fiscal impact, and it was determined to be nominal. The annexation includes tax sharing with St. Joseph Township as required by the OAA and will include the creation of a rural tax district. It is not the intent to tax the Township property at the City rate until the property receives City services. Wick questioned the taxing of platted property and commercial/industrial as it is his understanding the City must tax those at the City tax rate. Weyrens stated that the commercial and industrial are tiered over a specific time period and she will verify the platted property. The City Attorney had indicated that the City has some discretion due to the OAA. The Council by consensus agreed to forward the letter prepared by Administration to the Township Supervisors.
