HomeMy WebLinkAbout[07e] Feasibility Report Council Agenda Item \[07e\] MEETING DATE: August 6, 2018 AGENDA ITEM: Feasibility Study – 2019 Street Improvement SUBMITTED BY: Administration/Engineering BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council prepared a Street Maintenance Plan which identifies conditions of roads and prioritizes when improvements can be anticipated. The City Council has also requested to start projects in fall so that they can be bin in January or February rather than deal with late construction issues. The budget process for 2018 identified which streets should be improved which was included in the Capital Improvement Plan. BACKGROUND INFORMATION: The first step in any improvement project is the completion of a feasibility report which identifies the project, clarifies the need, identifies the scope of the project and provides a very preliminary cost sharing table. The cost for the study is wrapped into the project cost and funded through the project costs and bonding. BUDGET/FISCAL IMPACT: $20,975.00 ATTACHMENTS: Contract for Services Map illustrating the project REQUESTED COUNCIL ACTION: If the Council would like to move forward through the process to initiate the 2019 Street Improvement project a motion would be required authorizing the Mayor and Administrator to execute Resolution 2018-035 Ordering Preparation of Report on Improvement and execution of the engineering services agreement. Resolution 2018-035 Ordering Preparation of Report on Improvement 2019 Street Improvement WHEREAS, it is proposed to improve bituminous street resurfacing and overlay and improvements in the Pond View Ridge, Pond View Ridge 3 and 4 subdivisions; on 4th Ave SE (Baker St E to CR 75); on 3rd Ave NE (between Ash St E and CR 75); on Birch Street E; on Birch St W and Ash St W (between 2nd Ave NW and College Ave); on 1st Ave NW (between Minnesota St and CR 75); on Elm St W (west of College Ave); and on Old Highway 52 and Cypress Dr, and to assess the benefited property for a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: That the proposed improvement be referred to Randy Sabart, SEH, for study and that he is instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. (SEH®) dated July 1, 2006, and addresses providing services in connection with bituminous street resurfacing and overlay and improvements in the Pond View Ridge, Pond View Ridge 3 and 4 subdivisions; on 4th Ave SE (Baker St E to CR 75); on 3rd Ave NE (between Ash St E and CR 75); on Birch Street E; on Birch St W and Ash St W(between 2nd Ave NW and College Ave); on 1st Ave NW(between Minnesota St and CR 75); on Elm St W(west of College Ave); and on Old Highway 52 and Cypress Dr; as illustrated on Figure No. 1 (hereinafter called the"Project"). Our services will consist of conducting a study and investigation, preparing a feasibility report containing the findings of the study and investigation along with our recommendations for the Project, preparing an opinion of probable cost for the Project, calculating preliminary special assessment rates, and assisting the Owner with conducting one Chapter 429 Public Improvement Hearing, all as set forth in this letter and the Agreement for Professional Services between SEH and St. Joseph, Minnesota dated July 1, 2006. We will also furnish such Additional Services as you may request or as required. You will pay us a fee for our services, currently estimated to be$20,975.00, in accordance with Exhibit C- 2, Lump Sum Basis method. Payment for Additional Services shall be based on the time required to perform the services and the billable rates for the principals and employees engaged directly on the Project, plus charges for expenses and equipment, all in accordance with Exhibit C-1, Hourly Basis method. We will start our services promptly after receipt of your authorization. We estimate our services will be completed after three(3) months. If there are delays in the Project that are beyond our control, you agree to grant additional time to complete the services. We will endeavor to work within those limitations. If you request, we will submit periodic estimates of cost to give you our opinion of the probable cost of the Project.Where appropriate, if the estimated cost exceeds the budget, we will either request an adjustment in the budget or suggest a revision in the extent or quality of the Project to assist in bringing construction cost back within the budget. We do not guarantee that our opinions of probable construction cost will not differ materially from negotiated prices or bids. If you wish greater assurance as to probable construction cost or if you wish formal estimates, an independent cost estimator should be employed as provided in Section IV.A. of the Agreement and in Exhibit B. This letter and the Agreement for Professional Services along with Exhibits C-1 and C-2 dated July 1, 2006, represent the entire understanding between you and us in respect of the Project and may only be modified in writing signed by both of us. If it satisfactorily sets forth your understanding of our agreement, please sign the enclosed copy of this letter in the space provided below and return it to us.
