Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session
on Monday, July 30, 2018 at 6:00 PM at the St. Joseph Government Center.
City Council Members Present: Mayor Rick Schultz, Councilors Bob Loso, Troy Goracke, Anne Buckvold.
Planning Commission Members Present: Steve Olson, Mike Ross, Matt Johnson. Park Board Members
Present: John Anderson, Jodi Keehler, Andy Deuhs. EDA Members Present: Gary Osberg, Larry Hosch
City Representatives Present: Administrator Judy Weyrens, Finance Director Lori Bartlett, Community
Development Director Therese Haffner, Public Works Director Terry Thene, Police Chief Dwight
Pfannenstein, City Engineer Randy Sabart.
Mayor Rick Schultz opened the meeting and stated the purpose of the meeting is to gather all the Board
and Commission to discuss projects and goals. The City has initiated the budget process; therefore it is a
good time to discuss future planning and needs of the City. The City is currently working on bringing to
fruition the Community Center, finalizing the sale of the former City Hall to Bad Habit, finishing the
development plan for 24 North College and working with a lobbyist to help secure State Bonding money
for one of three projects the City as submitted (CR 75 Pedestrian Crossing, Jacob Wetterling Recreation
Center, and East Park).
Rick Schultz shared the EDA is working on the following: Creation of a shovel ready industrial park,
downtown redevelopment, hotel study and the creation of a convention visitor bureau.
Park Board Chair John Anderson shared the Park Board is working on the following: finishing the
playground equipment in Millstream Park, discussing the parking issues in Millstream, finalizing the park
study for East Park which will provide the guide for development, considering transforming the tennis
courts at the former Colts facility to pickle ball as well as offering pickle ball in the gym of the facility, on-
going discussion with ISD 742 Community Ed to offer opportunities in St. Joseph, early discussion of the
creation of a BMX Park and alternatives for a skate park.
City Engineer Randy Sabart stated that he along with Public Works Director Terry Thene annually review
the infrastructure needs of the City. The City prepares a Capital Improvement Plan (CIP)which identifies
infrastructure needs both future expansion and maintenance of existing infrastructure. Each year the CIP
is prioritized and staff identifies the top needs of the City. Based on discussion the following have been
identified by staff as the top priorities: creation of industrial park, select street improvements, Jade Road
reclaim, Elm Street extension, sanitary sewer lining, ADA Transition Plan and MN Street beautification.
Police Chief Dwight Pfannenstein shared that the City continues to work on filing the staffing needs
bringing the department back to nine full time officers. He has been reviewing some of the costs for the
department and is looking a changing the manner in which squad cars are purchased.
City Administrator Judy Weyrens shared that staff is working towards opening the gym at Colts in fall
adding a part time staff person, the City is working on a compensation study, the community center
committee is looking at alternatives for starting a fundraising committee to get the Community Center off
the ground and working on finalizing documents and processes needed to manage the property to be
annexed from St. Joseph Township.
