HomeMy WebLinkAbout2018 [05] May 14 May 14, 2018 Page 1 of 2 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, May 14, 2018 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Planning Commission Members Present: Chair Gina Dullinger, Commissioners, Troy Goracke, Chad Hausmann, Matt Johnson, Steve Olson, Daryl Schaefer, Mike Ross, Community Development Director Therese Haffner Members Absent: None Others Present: City Administrator Judy Weyrens, David Feld, Ann Reischl, Mark Thompson, Steve Gohmann Approval of the Agenda: Olson made a motion to approve the agenda.The motion was seconded by Goracke and passed unanimously. Approval of the Minutes: Goracke made a motion to approve the minutes of March 12, 2018. The motion was seconded by Johnson and passed unanimously. Public Hearing, Rezone: Haffner presented a proposed rezoning initiated by the City for property east of County Road 133 and the existing industrial park from B-3 General Business and Agriculture to Light Industrial District. Haffner referenced a map illustrating the rezoning proposal. In 2007 the site was part of a 280 acre development project area which was planned for industrial and general business. The development area was zoned agriculture at the time of annexation since larger parcels upon annexation automatically receive an agriculture zoning designation and are rezoned upon development. The City Council and EDA have identified the property as a future industrial park and a grant application has been submitted to the MN Department of Employment and Economic Development to assist with installing infrastructure, city streets and utilities. Haffner indicated that the proposed rezoning was compatible with the area, would be appropriate and was the highest and best use of the property since it was surrounded by industrial properties and uses. Haffner stated the proposed rezoning was consistent with the goals, policies, and economic development plan of the City Comprehensive Plan and recommended approval of the resolution adopting findings of fact and of the rezoning to light industrial. Dullinger opened the public hearing. David Feld, 8564 31e St. St. Joseph: Feld approached the Planning Commission and questioned the rezoning area. A map illustrating the parcels proposed to be rezoned to Light Industrial was displayed for the public. Haffner further clarified the proposed rezone area. As no one else present wished to speak, Dullinger closed the public hearing. Olson made a motion adopting the Findings of Fact and recommended approval to the City Council to rezone from B-3 General Business and Agriculture to Light Industrial District for properties east of County Road 133 in Sections 01, 02, 11, 12,Township 124, Range 029, St. Joseph, MN as illustrated on the map.The motion was seconded by Johnson and passed unanimously. Council Liaison Report: Goracke reported on the following: • The 2017 audit was presented to the City Council. • There are surveys open for Community Education and for East Side Park. Goracke recommended commissioners complete the surveys. This information would help Community Education with planning and the Park Board with planning for amenities. • Resurfacing of Highway 75 will begin this summer. • City Council approved purchase of playground equipment at Millstream Park. May 14, 2018 Page 2 of 2 • Councilmember Matt Killiam resigned. The Council will be conducting interviews to fill the vacancy. Schaefer questioned the status of the annexation of St. Joseph Township.Weyrens reported the City and Township were in negotiation discussing the annexation area.
