Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in a
special session on Monday, August 27, 2018 at 6:00 PM in the St. Joseph City Hall opening with the
Pledge of Allegiance.
Planning Commission Members Present: Chair Gina Dullinger(arrived at 6:03 PM), Commissioners, Troy
Goracke, Chad Hausmann, Matt Johnson, Steve Olson, Mike Ross, Daryl Schaefer, Community
Development Director Therese Haffner
Others Present: City Administrator Judy Weyrens
Approval of the Agenda: Goracke made a motion to approve the agenda.The motion was seconded
by Johnson and passed unanimously by those present.
Approval of the Minutes: Olson made a motion to approve the minutes of June 11, 2018.The motion
was seconded by Ross and passed unanimously by those present.
Public Hearing,Zoning Ordinance Amendment: Haffner stated a new RR- Rural Residential District was
drafted by the annexation subcommittee in response to concerns raised by residents. The purpose of the
new ordinance is to preserve rural life. Haffner presented a provision related to limiting accessory
buildings to five percent of the lot size within residential subdivisions or for lots that are less than 27,000
square feet to follow the current R-1 District standards. A provision to allow existing construction piles in
commercial and industrial areas was also added in the B-2 Highway Business and LI Light Industrial
Districts. Haffner recommended approval of the new RR District and Amendments to the B-2 and LI
Districts.
Vice Chair Hausmann opened the public hearing and stated the purpose of the hearing is to consider
recommending the City Council adopt the newly created RR- Residential District which was created to
regulate property that will be annexed from St. Joseph Township and to consider an amendment to the
Commercial and Industrial zoning district to accommodate stock piling of material for the property that we
annexed from St. Joseph Township.
As no one present wished to speak, Hausmann closed the public hearing.
Goracke questioned contaminated soils disposal as a permitted use and voiced concerns with that.
Weyrens shared that was included because the current Stearns County Land Use regulations have
similar provisions. Dullinger shared that she reviewed the Stearns County Ordinance and noted there
were a lot of uses listed in the county ordinance that were not addressed in the city ordinance and has
some concerns as to how that will impact annexed properties. Weyrens reported this was the draft
prepared by the subcommittee with representatives from both the City and Township. The subcommittee
considered allowed uses and actually expanded some uses based on the existing Orderly Annexation
Agreement. She further stated that it is likely that the Planning Commission will have to review the
provision as it is impossible to draft an Ordinance that will be all encompassing.
Consensus was that staff should contact Stearns County on the background of contaminated soils
disposal and report back to the Commission at a future meeting. Schaefer questioned that status of
repairing Jade Road. Weyrens stated the City Council recently discussed the matter and the road is
currently in the Township so they would be responsible for any repairs until annexation occurs.
Hausmann questioned the traffic counts on Jade Road to which Weyrens stated she was uncertain.
Olson made a motion to approve sections 502.27 RR, 502.54 B-2 and 502.62 of Ordinance 502—
Zoning Ordinance. The motion was seconded Goracke and passed unanimously by those
present.
2018 Comprehensive Plan: Haffner reported that staff worked with consultant Antonio Rosell of
Community Design Group to address the comments brought forward at the public hearing meeting in
August 27, 2018

June. Many of the suggestions made were incorporated into the plan, including adding historical
information and a new chapter on Community Engagement, Participation and Communication to address
comments made on community outreach and communication. Haffner recommended adoption of the
2018 Comprehensive Plan.
Hausmann noted a correction on Table of Contents page numbers and commented on ADA planning.
Hausmann questioned the status of the City's ADA Transition Plan to which Weyrens stated the
preparation of the plan is part of the 2019 Budget.
Ross made a motion to recommend the City Council adopt the 2018 Comprehensive Plan.The
motion was seconded by Dullinger and passed unanimously by those present.
Council Liaison Report: Goracke reported on the following:
• The City Council reviewed the proposed 2018 budget. Final budget to be approved in December.
• The City Council discussed the fall clean up as there have been people bringing in garbage from
outside of the city. The Council discussed ways to address, including limiting size, and having a
drop off site.
Hausmann questioned the status of the 2019 budget. Weyrens stated that the budget is in the process
and it is anticipated that the budget will remain flat or a minimal increase.
Adjourn: Olson made a motion to adjourn the meeting at 6:26 PM.The motion was seconded by
Johnson and passed unanimously by those present.
