The purpose of the ordinance is to maintain access management,on-street parking space, limit interference with drainage and utility easements and lot coverage. Elite Development LLC is currently constructing a new home at 522 7th Ave. SE in the Graceview Subdivision. On August 24,2018 the City Public Works Director noticed two curb cuts/accesses at the subject property which is located on a corner lot. City Administrator Judy Weyrens met with the Al Keller with Elite Development regarding the ordinance requirement. As such,Elite Development is considering submitting a variance or zoning ordinance text amendment request.Tyler Keller with Elite Development will be at the meeting to discuss. The purpose is for discussion and direction only. Formal action will not be taken on the matter as any variance or zoning ordinance text amendment request would require a formal application and a public hearing. Similarly,the City Public Works Director recently noticed a second driveway leading to a detached garage at another single family residence located on a corner lot.Although,the driveway does not have curb cut access,the only way to access the garage is by driving over the curb. Staff has noticed 2x4's at the end of the driveway. Staff has reached out to area cities regarding their curb cut requirements for single family residential properties.The following highlights how the area cities regulate single family residential access: St.Cloud: Require a curb cut permit. There is no limit to the number of accesses but proper spacing from the intersection is required and the access would not be allowed on collector and arterial roadways. Sartell: Require a curb cut permit. Allows one access,except that a second access may be allowed at the building frontage line if the frontage is 125 feet or more. Sauk Rapids: Require a curb cut permit.Allows only one curb cut at the frontage. May allow a second access on a corner lot street side provided there is proper spacing from the intersection. Waite Park: Require a curb cut permit.Allow one access, except that a second access may be allowed whether along the front or corner street side if there is at least 150 feet of frontage.
