HomeMy WebLinkAbout[06] EAW Draft 0 um'OF$T ($ rft Council Agenda Item MEETING DATE: September 17, 2018 AGENDA ITEM: EAW—Draft Document SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council on August 20, 2018 authorized the initiation of the preparation of an EAW for a proposed development adjacent to CR 2 and I94. BACKGROUND INFORMATION: The City has been working with a developer to develop a portion of property just west of CR 2 and east of I 94. As part of that process an environmental review must be completed. Based on the size of the development, the developer is requesting authorization to utilize the Environmental Assessment Worksheet process. The City is the regulating unit (RGU) and as such are responsible for the process and documentation. In the past the City has required the developer to prepare the documents, which are then reviewed by the City for comment. Will Houston, developer representative, stated that the developer is willing to prepare the necessary documents for review. It is anticipated that the process will take approximately 50 to 60 days The packet material includes the final EAW as prepared. Once the City accepts the document it is an acknowledgement that the City agrees with the content and it is then published and forwarded to the EQB (Environmental Quality Board)as well as a list of required agencies who will have an opportunity to comment on the document. All the comments come back to the City and they must be addressed in some fashion. The City Council will see all the comments that have been forwarded as well as the resolution. Once all the comments are addressed the Council will receive a final copy and requested to execute a resolution accepting. JOSEPH RESOLUTION 2018-044 A RESOLUTION ACCEPTING AND AUTHORIZING DISTRIBUTION OF THE ENVIRONMENT ASSESSMENT WORKSHEET(EAW)FOR THE PROPOSED ST.JOSEPH DISTRIBUTION CENTER WHEREAS, construction of a warehouse and distribution facility is proposed in Section 9, Township 124,Range 29,west of County Road 2 near the intersection of Minnesota Street West; and WHEREAS, Minnesota Rules Chapter 4410.4300, Subpart 14 requires an Environmental Assessment Worksheet (EAW) be prepared for construction of the proposed industrial/commercial facility; and WHEREAS, the City of St. Joseph, as the Responsible Government Unit (RGU), is required to and has caused the preparation of the required EAW through receipt of necessary data and information supplied by Westwood Professional Services,Inc.; and NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST.JOSEPH,MINNESOTA: 1. That the City has determined that the information provided in the EAW for the proposed project is accurate and complete to the best of our knowledge. 2. That the EAW describes the complete project,there are no other projects,phases, stages, or components that have not been included. 3. That the City will publish notification of the proposed project to the Environmental Quality Board Monitor as required,commencing the thirty day review period for written comment. 4. That the City will distribute complete copies of the EAW to the parties and agencies identified by the Environmental Quality Board in Minnesota Rules Chapter 4410.1500. 5. That the City will publish notice of the availability of the EAW for public review and the thirty-day review period in which written comment will be received. 6. That upon completion of the thirty day review period, the City Council will review and respond to all received comments and determine if additional environmental review is needed. Whereupon said resolution was declared duly passed and adopted by the St. Joseph City Council this 17th day of September,2018. CITY OF ST. JOSEPH By Rick Schultz,Mayor By City Administrator NOTICE OF AVAILABILITY ON AN ENVIRONMENTAL ASSESSMENT WORKSHEET ST.JOSEPH DISTRIBUTION CENTER NOTICE IS HEREBY GIVEN,that the City of St. Joseph has submitted an Environmental Assessment (EAW)to the Environmental Quality Board(EQB) for the proposed St.Joseph Distribution Center project to be located in Section 9,Township 124,Range 29, St.Joseph MN, Stearns County,west of County Road 2 near the intersection of Minnesota Street West. The St.Joseph Distribution Center project is a proposed warehouse and distribution facility to include the construction of three to four buildings with a building area of 745,000 square feet. A copy of the EAW is on file at the St. Joseph Government Center,75 Callaway St. E, St. Joseph MN 56374 and is available for review during normal business hours.An electronic version of the EAW is available on the city website at www.cityofstjoseph.com.
