[09a] Industrial Park ROW
Council Agenda Item \[09a\] MEETING DATE: October 1, 2018 AGENDA ITEM: Administrator Report SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The EDA has been working on creating a shovel ready industrial park and have secured $ 1,245,000 in BDPI Grant funds. The Developer and the City have met with the property owner to try and secure the needed ROW which is 2.75 acres without success. The EDA recommended the City continue to meet with the property owner and at the same time start the eminent domain process. PREVIOUS COUNCIL ACTION: The exhibits included in the meeting material illustrate the area of ROW that is needed. The corridor that is needed was part of a study for the North East/West corridor that was a cooperative effort between the City of St. Joseph, St. Cloud, Stearns County and APO. The completed study illustrated one corridor option on the east side of CR 133. While at the time of the study many options were reviewed but were ruled out for various reasons. As the Corridor continues on the west side of CR 133, the study illustrated three alignment options, which will be dependent upon development. Also included in the meeting material is the Future Transportation Network as it has been adopted by the City, again illustrating the corridor location. The roads and infrastructure in the industrial park are dedicated as public; however the developer was working on securing the needed ROW. City representatives have also met with the property owner and have not come to an agreement on price for the 2.75 acres of property that is need for the ROW. The City will continue to meet with the property owner, but at the same time the EDA has requested the start the eminent domain process so that the project can be constructed in spring 2018.
