Good afternoon Rick!
The two items I had would be council discussion/direction items:
1A) I've attached the two exhibits showing the potential street resurfacing locations (grey shaded areas) for the current
feasibility report effort. The exhibits were a follow-up from a meeting that we had with Terry last week on the approaches
to rehabilitating the various pavements surfaces, and we wanted to raise council awareness to a similar situation that we
experienced in 2013 with 1st Ave NW (near manufactured home park) where the street surface needs to be addressed,
but there's potentially a related underlying municipal utility matter to consider.
In the case of Birch St, there's been a CIP project on the radar for some time that's been tied to re-development and
related to upgrading the existing old cast iron water main. The sanitary sewer that serves the businesses and homes (clay
pipe) lies beneath the existing gravel alley at the back of the lots. While the cast iron water main continues to operate, if
the pavement is resurfaced, we would typically want to see the pavement reach it's full life cycle before disruption with a
utility replacement. As you might guess, there's a variety of options:
1) Proceed with pavement rehab, leave water main as it is.
2) Proceed with pavement rehab and upgrade water main
3) Delay pavement rehab, consider an alley surfacing project
4) Consider an alley surfacing project, un-pave Birch St
1B) Similar story for Elm Street - Long term Terry and I have envisioned that a 12-inch water main would connect at the
water tower, cross CR 2 at Elm Street, and continue south along 1st Ave NW and then cross CR 75. This water main
extension would position the City to eventually upgrade and abandon two 6-inch 1950's vintage water main crossings of
CR 75 at College Ave and at 1st Ave NW.
2) Minnesota St Speed Zone:
I've visited with our traffic engineers regarding an approach to adjusting the speed zone on MN Street. Assuming the City
will want to avoid petitioning MnDOT to conduct a formal speed study, there appears to be an approach that the City could
pursue utilizing the statutory definition for a "rural residential district" and posting a 35 MPH beginning between the
Bechtold farm driveway and the new Park N' Ride entrance. If the City wanted to see a further reduction in the speed zone
(ie 30 MPH), the conditions presently don't match the urban district definition, and a speed study would be necessary.
Statute 169.14 Subd. 2. Speed limits (relevant excerpts only)
(a) Where no special hazard exists the following speeds shall be lawful, but any speeds in excess of such limits shall be
prima facia evidence that the speed is not reasonable or prudent and that it is unlawful; except that the speed limit within
any municipality shall be a maximum limit and any speed in excess thereof shall be unlawful:

(1) 30 miles per hour in an urban district;"Urban district" means the territory contiguous to and including any city street or
town road that is built up with structures devoted to business, industry, or dwelling houses situated at intervals of less than
100 feet for a distance of a quarter of a mile or more.
(8) 35 miles per hour in a rural residential district if adopted by the road authority having jurisdiction over the rural
residential district.
(c) A speed limit adopted under paragraph (a), clause (8), is not effective unless the road authority has erected signs
designating the speed limit and indicating the beginning and end of the rural residential district for the roadway on which
the speed limit applies.
Statute 169.014 Subd. 5b. Segment in urban district.
When any segment of at least a quarter-mile in distance of any city street, municipal state-aid street, or town road on
which a speed limit in excess of 30 miles per hour has been established pursuant to an engineering and traffic
investigation by the commissioner meets the definition of "urban district" as defined in section 169.011, subdivision 90, the
governing body of the city or town may by resolution declare the segment to be an urban district and may establish on the
segment the speed limit for urban districts prescribed in subdivision 2. The speed limit so established shall be effective
upon the erection of appropriate signs designating the speed and indicating the beginning and end of the segment on
which the speed limit is established, and any speed in excess of such posted limits shall be unlawful. A copy of the
resolution shall be transmitted to the commissioner at least ten days prior to the erection of the signs.
169.011 Subd. 69a. Rural residential district.
(a) "Rural residential district" means the territory contiguous to and including any city street or town road that is built up
with visible dwelling houses situated at intervals averaging 300 feet or less for a distance of a quarter of a mile or more.
(b) For purposes of this subdivision, "interval" means the distance, measured along the centerline of the roadway,
between the primary access points for adjacent dwelling houses, regardless of whether the dwelling houses are located
on the same side of the road.
169.011 Subd. 90.Urban district.
"Urban district" means the territory contiguous to and including any city street or town road that is built up with structures
devoted to business, industry, or dwelling houses situated at intervals of less than 100 feet for a distance of a quarter of a
mile or more.

a. Speed Study MN St W
b. 2019 Proposed Improvement Project
Which I could read prior to the meeting?
Also do you know if Stearns county still is considering a multiple turn lane at County 75 and County 133?
I was asked by commercial properties along that corridor.
