PREVIOUS COUNCIL ACTION: The Council has approved the PUD development entitled 24 North.
BACKGROUND INFORMATION: During the construction phase of 24 North, there were some problems
with cars backing into the fencing. The Developer has concerns with parking of cars backing into the
structures to support the balconies. Therefore he is requesting authorization to place 6’ cement filled back
bollards at the edge of the alley ROW. Since the property is owned by the public, the City Council has to give
authority for place in the ROW. The picture that follows illustrates the alley and building. The bollards are
proposed to be one foot into the alley in front of each steel support for the building. As a reminder the alley
will be converted to one way upon completion of the project and the driving area will not change, the area
were the bollards will be located is outside the driving area.
Public Works Director Comments: Public Works Director Terry Thene, reviewed the location with the
construction manager as well. He looked at the apron for the alley and believe the wing on the apron should be
moved to the south due to the building location. If left as is this will allow traffic to turn short very close to the
building. If they touch the apron will they need to make the whole apron ADA compliant.

REQUESTED COUNCIL ACTION: Any placement of bollards in the alley will require a motion
approving the placement.
