Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in a
regular session on Monday, October 8, 2018 at 6:00 PM in the St. Joseph Government Center opening
with the Pledge of Allegiance.
Planning Commission Members Present: Commissioners Matt Johnson, Steve Olson, Mike Ross, Daryl
Schaefer, Community Development Director Therese Haffner
Members Absent: Gina Dullinger, Troy Goracke, Chad Hausmann
Others Present: City Administrator Judy Weyrens, Tyler Keller
Approval of the Agenda: Olson made a motion to approve the agenda. The motion was seconded by
Schaefer and passed unanimously by those present.
Approval of the Minutes: Ross made a motion to approve the minutes of September 10, 2018. The
motion was seconded by Schaefer and passed unanimously by those present.
Public Hearing, Zoning Ordinance, Off Street Parking: Haffner stated that Tyler Keller with Elite
Development submitted a request to amend the zoning ordinance to allow second accesses on corner
lots for single family lots. Haffner reported that the proposed ordinance amendments have been reviewed
by the city engineer who had no concerns on amending the ordinance as proposed.
Commissioner Johnson opened the public hearing.
As no one present wished to speak, Johnson closed the public hearing.
Olson questioned if all roads had classifications assigned. Haffner responded yes and that arterial and
collector roads were higher functioning roadways. Haffner said an example of an arterial street was
CSAH 75 and that Northland Drive and Field Street were examples of collectors. The proposed ordinance
amendment would prohibit access on arterial and collector streets.
Johnson questioned if one could have two accesses along the front lot line. Haffner said they could not.
Olson questioned whether the required 15 foot setback from the intersecting street was in conflict with the
20 feet from the intersection requirement. Haffner replied that the 15 foot setback for a driveway is from
the side yard property line whereas the required spacing for the access was 20 feet from the intersection.
Haffner clarified this was currently in place.
Schaefer made a motion to recommend approval of Amendments to Ordinance 502—Zoning
Ordinance, Section 502.10. The motion was seconded by Ross and passed unanimously by those
present.
Adiourn: Olson made a motion to adjourn the meeting at 6:11 PM.The motion was seconded by
Schaefer and passed unanimously by those present.
